Price-

ADDENDUM TO 52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES (NOV 2021)

(a) The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to award a firm-fixed priced contract to the responsible quoter whose quote represents the best value after evaluation in accordance with the factors in the solicitation.

The following non-price factors shall be used to evaluate quotes:

Factor 1: Technical Capability:

Factor 2: Past Performance

Price Factor:

Price.

Factor 1: Technical Capability:

Technical capability will be evaluated to determine an overall rating of “Acceptable” or “Unacceptable”.

This will be determined by evaluating the vendor’s ability to provide equipment that meets all specifications and delivery requirements. It is the contractor’s responsibility to ensure that the quotation submitted clearly demonstrates their ability to meet the requirements.

To be considered Acceptable, quoters must receive an Acceptable rating for Factor I in its entirety. An Unacceptable technical rating will not be further evaluated and will not be considered for award.

Submit using the Excel spreadsheet and Section B – Supplies & Services page(s). Quoters must provide pricing for all CLINs/Line Items specified.

http://www.sam.gov/

Technical Evaluation.

Table A. Technical Acceptable/Unacceptable Rating Method

Adjectival Rating Description

Acceptable (A) Proposal meets the requirements of the solicitation.

Unacceptable (U) Proposal does not meet the requirements of the solicitation.

The rating table above will be used to determine the technical capability of the quoter.

Factor II: Past Performance:

Past performance will be evaluated on the quoter’s ability to clearly demonstrate a history of successful performance within the past five years of the date of issuance of the solicitation, as to the delivery of the same/similar size and quantities of generators requested.

Price: Submit using the Excel spreadsheet and Section B – Supplies & Services page(s). Quoters must provide pricing for all CLINs/Line Items specified. Provide daily, weekly, and monthly rates.

The Government will evaluate price quotations in accordance with FAR subpart 12.6 -Acquisition of Commercial Items, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5. The Government may evaluate any and all information submitted by the vendor to support the reasonableness of the cost/prices proposed. The method of evaluation used by the contracting officer is solely within the discretion of the Contracting Officer.

If the vendor’s quotation is determined to be unacceptable on the non-price evaluation factor, the price quotation will not be evaluated by the Contracting Officer. The Government reserves the right to award the contract to other than the lowest priced vendor.

Although price is not the most important evaluation factor, it has the potential to become more significant during the evaluation process. The degree of importance of price will increase with the degree of equality of the quotations in relation to the other factors on which selection is to be based. The importance of price will also increase when a quotation’s price is so significantly high as to diminish the value to the Government that might be gained under the other aspects of the offer. If, at any stage of the evaluation, all vendors are determined to have submitted equal, or virtually equal, non-price quotations, price could become the factor in determining which vendor will receive the award.

Quotes will be evaluated for completeness and reasonableness as follows:

The evaluation may include, but is not limited to the following:

(i) Comparison of proposed prices received in response to the RFQ;

(ii) Comparison with the Independent Government Estimate (IGE)

(iii) Comparison of proposed prices with available historical information.

Quotes will be evaluated for completeness and reasonableness as follows:

(1) Completeness. All pricing information required by the solicitation has been provided, all mathematical computations are correct, and the pricing application understood, prices are on an “all or none” basis, and failure to submit a price on an item or a number of items may cause this factor and the entire offer to be determined unacceptable.

(2) Reasonableness. Price analysis comparisons indicate the offered price to be fair and reasonable, balanced across option years. Unreasonable, unbalanced, or incomplete pricing may cause a quote to be determined Unacceptable. By submitting a quote, the quoter affirms that they are capable of performing and completing the work described in the Performance Work Statement.

(b) Evaluation of Options: The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of a quote furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the vendor’s specified expiration time, the Government may accept a quote whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Factor 1 - Technical Capability - Capability will be evaluated to determine an overall rating of “acceptable” or “unacceptable.” Quoters shall demonstrate an overall understanding of mission requirements. This will be determined by evaluating the contractor’s ability to provide equipment that meets all specifications and delivery requirements as specified in the Performance Work Statement. It is the contractor’s responsibility to ensure that their quotation clearly demonstrates their ability to meet the requirements.

Factor 2 – Past Performance - Offerors shall clearly demonstrate a history of successful performance within the past five years of the date of issuance of the solicitation.

Price - Submit using the Excel spreadsheet and Section B – Supplies & Services page(s). Quoters must provide pricing for all CLINs/Line Items specified. Provide daily, weekly, and monthly rates for each generator.

All quotes shall include price(s) as per the Schedule B and the Excel Pricing spreadsheet , a point of contact, name, phone number, cage code and business size.

Proposal Delivery: Quoters shall submit an electronic copy of the quote in accordance with the instructions below by the due date.

Offerors shall only submit electronic quotes (.pdf and .xlsx format) in response to this solicitation. Only the PIEE Solicitation Module is authorized for the submission of electronic quotes in response to this solicitation. Quotes sent via a commercial carrier, such as Federal Express, hand carried or submitted electronically (i.e. via email) using other than the PIEE Solicitation Module will NOT be accepted.

Electronic proposal submissions should be no larger than 1.9 GB per file. Offerors shall ensure that the Government has received the electronic submission prior to the date and time specified. PIEE Solicitation Vendor Access Instructions are provided via Attachment A. Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened or are otherwise missing the required content are the responsibility of the Offeror.

PIEE system will record the date and time of package submittal. The date and time of package submittal recorded in PIEE shall govern the timeliness of any proposal submission. Quotes not received by the time and date specified may be rejected.

It is the sole responsibility of the Offeror to obtain the RFQ files, along with any amendments, from Opportunities (www.sam.gov)
