Place of performance is Boulder Beach across approximately 70 acres in five subareas: Boulder Beach Picnic Area, Boulder Beach Housing, VIP Boulder Beach Campground, Boulder Beach Campground, and Boulder Harbor. The contractor must remove approximately 42 dead trees and trim approximately 283 living trees, including palm, cottonwood, eucalyptus, desert willow, palo verde, mesquite, and tamarisk species across a 180-day performance period from July 9, 2026 through January 5, 2027.

Trunk and limb sections over eight inches in diameter must be lowered using rigging, cranes, or aerial lifts; free-fall felling is prohibited in developed areas. Stumps must be ground to 12 inches below finished grade in turf areas and 6 inches in desert landscape areas. Work is conducted Monday through Friday, 7:00 a.m. to 5:00 p.m., excluding federal holidays, with the park remaining open to public use during operations.
The contractor must comply with Service Contract Labor Standards (wage code WG-10 at $34.80 plus 30% fringe benefits), maintain $1 million general liability insurance, and comply with resource protection requirements including endangered species protocols (desert tortoise awareness training required), nesting bird monitoring during March 1 through August 31, archaeological monitoring, and invasive species prevention measures. The contract is firm fixed price lump sum with 13 base line items and six optional line items. The solicitation includes four amendments with the most recent final Q&A issued June 16.
