About this file
This is a Questions and Answers document (Q&A #2) for solicitation 140P8126Q0027, a hazardous tree trimming and removal contract at Boulder Beach in Lake Mead National Recreation Area issued by the Department of the Interior National Park Service Pacific West Region. The solicitation closing date has been extended to June 25, 2026, at 10:00 AM Pacific Daylight Time.
The Q&A addresses four key inquiries from potential bidders. First, the requirement for an ISA Certified Arborist serving as onsite superintendent to have a mandatory minimum of three years of direct supervisory experience on similar commercial tree maintenance operations is confirmed as non-waivable. Second, progress payments are permitted with monthly invoicing accepted. Third, contractors are responsible for determining the appropriate occupational wage code, though the Grounds Maintenance code 11210 was referenced as an example. Fourth, in response to discrepancies between the original scope quantities and quantities observed during site visits (such as 44 trees needing removal versus the specified 21 at Boulder Beach Campground), the government has added optional line items to the revised Statement of Work and price schedule to account for additional trimming and removals beyond the original quantities, ensuring all bidders quote identical baseline quantities while accommodating variable site conditions through optional pricing mechanisms.

Questions & Answers #2 Hazardous Tree Trimming/Removal 140P8126Q0027 Solicitation closing extended to 6/25/26 @ 10:00AM (PD) Q1: The Statement of Work states that the ISA Certified Arborist serving as the onsite superintendent must have not less than three (3) years of experience as a direct supervisor of a commercial tree maintenance operation of similar size and scope.
Can the Government please confirm whether the three (3) years of experience requirement is mandatory, or if an ISA Certified Arborist with less than three years of experience (1 year) may be considered if supported by an experienced tree maintenance team and management personnel?
A1: Three (3) years of experience, for the ISA Certified Arborist, is mandatory.
Q2: Will progress payment be accepted on this contract? If so, will we be able to submit monthly invoices, or should we submit invoices at completion of each line item?
A2: Progress payments will be accepted. Monthly invoices are acceptable.
Q3: Regarding the minimum wage determination, we intend to use occupation code Grounds Maintenance 11210. Please let us know if there is a different code we should be applying for this work.
A3: It is the contractor’s responsibility to determine the occupation code that is most applicable to the work being performed.
Q4: During our site visit, we observed significantly more dead trees than indicated in the scope of work. For example, at Boulder Beach Campground, we found 44 trees requiring removal, whereas the scope specifies only 21. To ensure a fair bidding process for all parties, could we add a line item for the unit price to remove additional trees beyond the original 21? Alternatively, could the trees designated for removal be marked with tape so all bidders are quoting the same quantity?
A4: To ensure all bidders quote the same quantities, all bids should use the quantities listed in the SOW. Optional line items were added to account for additional trimming and removals not accounted for in the quantities listed in the statement of work. (Refer to the updated price schedule in the revised SOW.)
This amendment includes a revised statement of work SOW to address question #4 (see the price schedule on page 12 or the separate document described below)
The amendment incorporates the revised price schedule as an independent attachment, facilitating streamlined quotation processes.
