About this file

This is a Questions and Answers document (#4) for solicitation 140P8126Q0027, addressing contractor inquiries regarding hazardous tree trimming and removal services at Boulder Beach, Lake Mead National Recreation Area. The document provides clarification on five key points: (1) a certified arborist must be onsite for the entire project duration; (2) wood chips from trimming and removal cannot be repurposed as ground mulch on the property; (3) dumpster placement will be coordinated post-award with the Contracting Officer's Representative (COR), who will designate acceptable locations at each project site; (4) the price schedule was amended to include optional CLINs 14-19 for individual tree pricing with not-to-exceed amounts, while required CLINs 1-13 should use quantities specified in the Statement of Work for bid development; and (5) tree marking for removal versus trimming will occur after contract award to ensure bidding consistency across all contractors.

This represents the final Q&A submission for the solicitation, with the closing date established as June 25, 2026, at 10:00 AM Pacific Daylight Time. No additional questions will be accepted to allow all bidders adequate time to prepare quotations. The solicitation has been amended four times, with Amendment 0002 providing the revised Statement of Work and price schedule, and Amendments 0003 and 0004 providing additional Q&A responses. The Department of Interior's National Park Service Pacific West Region is the contracting agency.

Questions & Answers #4 Hazardous Tree Trimming/Removal 140P8126Q0027 Q1: Wanted to confirm, is a Certified Arborist Required to be on site for the entirety of this project? I assume yes based on the SOW. Please confirm.

A1: Yes. A certified arborist is required to be onsite for the entirety of the project as stated in SOW and in Q&A #2.

Q2: Are wood chips generated from trimming or removal able to be used as ground mulch on the property to keep dust down and retain moisture under tree canopies? I took notice the ground seems pretty dry under most of the tree canopies especially where trimming would be performed.

A2: No, wood chips generated from trimming and removal cannot be used as ground mulch.

Q3: We have a dumpster division at *********. Are we able to place dumpsters wherever is best for the work being performed? Usually for hauling wood or trash/ debris.

A3: Dumpster placement will be coordinated after award with the COR. The COR will identify areas at each project location that will be acceptable for dumpster placement.

Q4: I have noted a large number of trees that the park service may want trimmed but would be best for removal due to the tree’s canopy die back, insect infestation (borers), sooty canker on the Mulburry trees, and lack of water in general on trees being trimmed likely won’t survive with the present water conditions.

A4: The price schedule was updated in amendment #2 to include CLINs 14-19 that are for the optional pricing for one (1) tree, with a not to exceed (NTE) amount in each category. For bidding purposes, the quantities in the SOW should be used to develop prices for CLINs 1 – 13.

Q5: Is there a way we can go over and mark the trees scheduled for removal vs. trimming so the bid stays consistent for all contractors involved?

A5: Trees will be marked after award. To ensure bids stay consistent for all contractors involved, the quantities in the SOW should be used for bidding purposes.

Please note that this amendment is the final revision to the solicitation. No further questions will be accepted to ensure all contractors have sufficient time to prepare and submit their quotations prior to the closing date of 06/25/2026 at 10:00 AM (Pacific Daylight Time).
