About this opportunity

The National Park Service Pacific West Region seeks installation of a complete fire suppression system—wet and dry pipe sprinkler systems, fire alarm systems, water and electrical infrastructure, and in-ground tanks—at two log cabins at the Dellenbaugh Administrative Site within Grand Canyon-Parashant National Monument, with proposals due July 17, 2026. This is a Total Small Business Set-Aside under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a $19.0 million average annual receipts size standard.

Place of performance is Mohave County, Arizona, at a remote location 90 miles from the nearest firefighting facility, with no cellular service or medical facilities. The contractor must provide all equipment, transportation, food, fuel, potable water, supplies, and lodging accommodations. Performance commences within 10 calendar days of notice to proceed and must complete within 300 calendar days. The contract is firm-fixed-price. Government estimates pricing within $500,000 to $800,000 but reserves discretion to award outside this range.

Fire alarm designers and installers must hold NICET Level III or II certifications or be licensed fire protection engineers. Sprinkler system designers and installers must be licensed contractors or NICET Level II or higher. The contractor must submit a 3-ring binder at completion containing product cut sheets, test results, as-built drawings, warranties, and operation and maintenance manuals (three copies required). Facility testing and commissioning requires 30 calendar days' advance notice to the NPS Pacific West Region Fire Marshal, who will witness acceptance testing on-site. Performance bonds equal to 100 percent of contract price, a 20 percent bid guarantee, and Davis-Bacon wage rates apply. An organized site visit is scheduled for June 23, 2026, at 7:00 AM PDT; RSVP required.

Evaluation criteria weigh Price (reasonableness and balance), Technical approach (including schedule with winter shutdown November-April and remote logistics), Relevant Prior Experience (minimum three to five fire suppression, water/electrical, in-ground tank, and environmental-restriction projects in the last six years), and Past Performance. Amendment 0001, effective July 2, 2026, revises generator specifications to require a 30 kW Cummins RS30 Quiet Connect Series 120/240V 1-phase liquid-cooled propane-fueled standby generator with a Variable Frequency Drive to convert single-phase output to 3-phase for pump soft start.
