About this opportunity

The Department of Veterans Affairs National Cemetery Administration seeks on-site inscription services at Quantico and Culpeper National Cemeteries, with quotations due October 20, 2026 at 10:00 a.m. CT. This procurement is a 100% small business set-aside under NAICS 561990, Business Support Services ($16.5 million size standard).

The contract is a firm-fixed-price, single-award Indefinite-Delivery/Indefinite-Quantity award with a ten-month base period from December 1, 2026 through September 30, 2027, and four one-year option periods exercisable through September 30, 2031. The Government projects ordering a minimum of 1,000 units and maximum of 20,000 units across the entire contract period for air blast abrasion inscriptions on granite and marble headstones, flat markers, memorial wall markers, and niche covers.

Place of performance is 18424 Joplin Road, Triangle, Virginia 22172. The contractor must establish a secure portable sandblasting structure on cemetery property with dust-handling equipment, noise abatement to less than 60 decibels within 500 feet, and all utilities. Work is performed Monday through Friday, 7:30 a.m. to 4:00 p.m., excluding Federal holidays. For non-incumbent contractors, the initial setup period is 25 calendar days from award, with first orders completed within 30 calendar days and ongoing orders within 10 business days. Inscription services begin no later than 30 days after award.

Quoters must submit physical samples of inscribed monuments across five product types demonstrating capability, plus four submission documents: three Adobe PDF volumes (Company Information; Technical Approach not exceeding 40 pages; Past Performance using the provided questionnaire for up to five references) and one Excel spreadsheet (Price/Cost Schedule). Evaluation prioritizes technical capability and past performance equally over price, assessing experience with on-site inscription services, key personnel qualifications, work and staffing plans, quality control procedures, safety practices, and documented past performance on federal, state, or commercial contracts within the past five years. The Government intends to make award without discussions. Written questions are due September 30, 2026 at 3:00 p.m. CT. All quoters must be registered in SAM.gov, complete ORCA certifications, and acknowledge receipt of all amendments; failure to acknowledge may render the quotation ineligible. The contract is subject to Service Contract Act prevailing wage determination (Wage Determination 2015-4281, Revision 39) and requires insurance minimums: general liability $500,000, automobile $200,000/$500,000, workers' compensation employer's liability $100,000.
