The Government seeks a single-award, firm-fixed-price Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with a ten-month base period (December 1, 2026 through September 30, 2027) and four one-year option periods exercisable at the Government's discretion through September 30, 2031. Quotations are due by 10:00 a.m. CST on October 20, 2026, with written questions submitted to the Contracting Officer and Contract Specialist (Weston.Worsham@va.gov and Patara.Mcdonald@va.gov) by 3:00 p.m. CST on September 30, 2026. The Government intends to make award without discussions.
Quoters must submit required physical samples of inscribed headstones, markers, and niche covers demonstrating capability, along with four separate submission documents: three Adobe PDF volumes (Volume A: Company Information; Volume B: Technical Approach not exceeding 40 pages; Volume C: Past Performance using the Past Performance Questionnaire for up to five references) and one Excel spreadsheet (Volume D: Price/Cost Schedule). Evaluation criteria prioritize technical capability and past performance equally over price, assessing the contractor's experience with on-site inscription services, key personnel qualifications, work and staffing plans, quality control procedures, safety practices, and documented past performance on similar federal, state, or commercial contracts within the past five years. Quoters must be registered in the System of Award Management (SAM) and complete the Online Representations and Certifications Application (ORCA) prior to submission. All submissions must include acknowledgement of any amendments; failure to acknowledge amendments may render the quotation unacceptable. Sample Retention: Submitted samples become the property of the Department of Veterans Affairs and will not be returned. The Quoter bears all risk of loss or damage to the sample during shipment, regardless of the cause of the damage or whether the damage is attributable to the shipping carrier or any other third party.
A damaged sample, including a sample with a clean break, will be evaluated only if the Government determines that the sample, as received, can be fully evaluated against all stated sample evaluation criteria. Damage that does not prevent the Government from fully evaluating the sample against all stated sample evaluation criteria shall not, by itself, render the sample technically unacceptable.
If the nature, location, or extent of the damage prevents the sample, as received, from being fully evaluated against any of the stated sample evaluation criteria, the sample shall be deemed technically unacceptable, and the Quoter will be ineligible for award. This determination will be based solely on whether the Government can evaluate the damaged sample against all stated sample evaluation criteria.
The cause of the damage shall not be considered in determining whether a damaged sample can be evaluated. Damage attributable to a shipping carrier or any other third party shall not excuse or waive any sample requirement. Prior performance, previously submitted samples, the Government's familiarity with the Quoter's work, or quoted price shall not be used as a substitute for evaluation of the required sample as received.
ALL SAMPLES ARE CONSIDERED BEST AND FINAL. No replacement, substitute, repaired, or additional sample will be accepted after the solicitation submission date and time for any reason, including loss or damage occurring during shipment.
Samples must be accompanied by a statement identifying the brand name and grit rating for the pad or stone used to produce the final finished product. Interested Quoters who fail to submit the four (4) separate documents (3 Adobe Acrobat and 1 Excel) and sample submission will be considered ineligible for award. In the event an Interested Quoter has issues with quote submittal prior to the closing deadline, the Quoter must notify the Contracting Officer of the impending issue via electronic correspondence. The subject header shall be titled “Submittal Issues” and shall include the RFQ number. Interested Quoters must ensure that they have a read and delivery receipt on their email to provide proof, if necessary. Failure to notify the Contracting Officer of such issues may constitute the submittal as unacceptable and ineligible for award. Note: The Contracting Officer may or may not respond to your submittal therefore it is crucial that a copy of the email correspondence be provided. Additionally, failure to provide all Volumes within the Solicitation’s response time may also constitute an Interested Quoter as noncompliant and ineligible for award.
All quotes are to be submitted to the Contracting Officer and Contract Specialist, via email at Weston.Worsham@va.gov and Patara.Mcdonald@va.gov by no later than 10:00 a.m. CST on October 20, 2026. A cover page and table of contents does not count towards the forty (40) page limit. The following shall be included as part of the Quoter’s technical submission:
This factor will be used to assess the Quoter's overall technical approach, capability, and understanding of the services required in the solicitation. Evaluation will consider the Quoter's relevant experience, managerial and technical qualifications of key personnel, work plan and staffing approach, quality control procedures, and safety practices. A well-defined and comprehensive technical submission will demonstrate the Quoter's ability to successfully perform the requirements of the Statement of Work.
1. Provide a narrative demonstrating your experience providing services as described in the statement of work, to include:
· Company’s Targeted Capabilities Statement
· The Offeror’s relevant experience to the solicitation requirements, specifically to include on-site inscription services.
· Have you done this type of work for the Federal Government previously?
· Subcontractor Management - Identify any proposed subcontractor or joint ventures and what role will they be providing in the contract. Information that identifies subcontractors’ percentage of performance to include regulatory evaluation and monitoring of subcontractor(s) for the purpose of mitigating risk. Quoters may use a subcontractor’s past performance only if a teaming agreement is provided with the quote. A teaming agreement is a formal arrangement between a potential prime contractor and one or more subcontractors to work together on a specific Federal Government contract or acquisition program. These agreements are designed to allow the parties to complement each other’s unique capabilities and provide the Government with the best combination of performance, cost and delivery of the service. The Prime Contractor is still required to provide its own past performance information in relation to the required service. If a joint venture has been established, the joint venture will be considered the Prime Contractor and must have its own established Unique Entity ID in SAM.gov before it can be considered. A joint venture is an enterprise owned and operated by two or more businesses and must meet VAAR 852.219-73 compliance. When assessing a joint venture’s past performance, consideration will be given to each partner’s experience and capabilities as well as the joint venture’s collective past performance. Failure to provide a teaming agreement or joint venture agreement if applicable will result in the Quoters being unacceptable and ineligible for award.
2. Managerial & Technical Qualifications of Key Personnel to include Resumes: Quoter shall demonstrate a Management Team who has the required experience in providing on-site inscription services as defined in the Statement of Work. At a minimum, the Key Personnel shall include site manager, program/operations manager and staff who will perform key functions and shall include years of experience and description of duties previously provided to support their abilities in satisfying the Agency’s requirement.

· Hiring process and training program for new employees
· Frequency of upper management on-site
4. Quality Control Plan (QCP): Offeror shall provide at a minimum:
· Individual(s) responsible for quality control,
· Specific procedures and methods used to ensure compliance with the daily, weekly, and monthly requirements of the Statement of Work,
· Details about the method(s) of accountability including documentation or reports to be used.
5. Safety Plan: Offeror shall provide at a minimum:
· Individual(s) responsible for safety and safety training,
· List of safety equipment
· Frequency and length of safety training.
6. Sample Submission Statement (if applicable): Offerors submitting samples applicable to multiple solicitations shall include a statement in Volume B identifying which samples are being used for which solicitation numbers and cemetery names.
Factor 2: Past Performance (Volume C) The following shall be included as part of the Quoter’s Past Performance submission, Volume C.
This factor shall be used to assess the relevancy and quality of the Quoter's past performance history in providing services that are similar in size and complexity as the solicitation. List National Cemetery Administration (NCA) contracts first followed by non-NCA contracts. For this factor:
· Quoters shall use the Past Performance Questionnaire (PPQ) to provide no more than five (5) references for performance on prior contracts for on-site inscription services in the past five (5) years. Contracts listed may include those entered with the federal government, state or local agencies, or commercial customers. Should an Interested Quoter submit more than five (5) references, only the most current five PPQs will be considered.
· Quoters may use a subcontractor’s past performance only if a teaming agreement is provided with the quote.
· Quoters shall provide a description of any material legal proceedings against the Contractor by a Federal or state regulatory agency that might impact a contract for these services.
· The Government reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the Quoter when evaluating past performance.
Factor 3: Pricing (Volume D) This factor shall be used to assess the reasonableness of the Quoter’s quoted price. For this factor, Quoters shall submit their price quote using Attachment A- Price/Cost Schedule.
Options: The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s).
EVALUATION: The Government intends to award a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract resulting from this solicitation.
The Government will evaluate quotations using a comparative evaluation process in accordance with FAR 12.203(c)(2). Under this approach, quotations will be compared directly against one another to determine which quotation represents the best value to the Government.
Award will be made to the responsible Quoter whose quotation conforms to the solicitation and is determined to be the most advantageous to the Government, considering the following evaluation factors:
Technical Past Performance Price
Technical and Past Performance, when combined, are more important than Price.
Technical will be evaluated based on the requirements identified under Factor 1 – Technical (Volume B), including the acceptability of required samples, the Quoter’s relevant experience, managerial and technical qualifications of key personnel, work plan and staffing approach, quality control procedures, and safety practices.
Past Performance will be evaluated based on the requirements identified under Factor 2 – Past Performance (Volume C), including the relevance and quality of the Quoter’s record of performing efforts similar in size, scope, and complexity.
Price will be evaluated for reasonableness and completeness based on the requirements identified under Factor 3 – Pricing (Volume D).
The Government will compare quotations under the Technical, Past Performance, and Price factors and select the quotation that represents the best value to the Government. The Government may select a higher-priced quotation if the anticipated benefits of that quotation merit the additional cost. However, the Government may also select a lower-priced quotation if it determines that any additional benefits associated with a higher-priced quotation are not worth the additional cost.
The Government intends to make award without discussions; however, the Government reserves the right to conduct discussions if determined necessary.
Options: The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options does not obligate the Government to exercise the options. The Government may consider whether pricing is materially unbalanced when determining whether a quotation represents the best value to the Government.
