About this opportunity
The Department of the Air Force Pacific Air Forces is soliciting commercial services to evaluate and repair fuel dispensing systems at Ka'ena Point Space Force Station in Hawaii. The contractor must assess existing gasoline and diesel aboveground storage tanks and dispensing systems, identify necessary repairs to meet federal and Air Force regulations, develop repair plans with cost estimates, and perform minimum repairs to make the systems operational until full replacement can be executed. The fuel systems at Building 19 have been inoperative for several years and require comprehensive evaluation of storage, mechanical, and electrical components in a challenging corrosive environment with high winds. Evaluation will be based on technical capability including understanding of requirements, technical approach, solution quality, and compliance, as well as price reasonableness. A mandatory site visit was scheduled for September 11, 2025, with vendor registration required by September 10, and all quotes must be submitted via email by 10:00 AM HST on September 16, 2025.
This procurement is designated as a total small business set-aside under NAICS code 811310 with a size standard of $12.5 million, though no specific contract value range is disclosed in the solicitation. The government desires contract completion within 30 days after award, requiring contractors to work with double-walled steel fuel tanks and dispensing equipment that supports night refueling operations. Work will be performed exclusively at Ka'ena Point Space Force Station on Oahu, Hawaii, a restricted military facility requiring U.S. citizen contractors with controlled access clearance. The solicitation includes technical drawings and specifications for 750-gallon, 1000-gallon, and 2000-gallon UL-142 compliant steel tanks, along with photographic documentation of existing equipment conditions and required repairs. No incumbent contractor is identified, and the award will be made using simplified acquisition procedures under a firm-fixed-price contract structure.
