About this file
This document is a technical submittal from BlueIce Engineering, LLC for a United States Air Force contract (Contract No.: FA521519C8023) for the Ka'ena Point Satellite Tracking Station Tank Replacement at Building 19 in Hawaii. The submittal includes technical details for three double-wall UL-142 compliant steel tanks: a 750-gallon, 1000-gallon, and 2000-gallon tank, all constructed from A36 carbon steel. The tanks will be identically manufactured with an "intimate wrap" design where outer and inner tank walls are in direct contact, with external monitoring pipes for leak detection. Each tank will be blasted, primed, and painted with enamel (color adjustable), and fabricated by Steel Tank & Fabricating Corp. in Columbia City, Indiana. The document also includes a response to technical questions about tank specifications, coating procedures, and compliance with federal standards such as NFPA 30 and UL-142 requirements.

- As corrosion is a major concern to our site, what specific coatings and coating procedures do you specify? We do not see where, UFC 3-460-01, Petroleum Fuel Facilities (NFPA
30A), AFI 32-7044 Storage Tank Environmental Compliance, corrosion protection IAW
AFI 32-1054 specifications are assured. Will they be included in your submission?
We are currently compiling and positioning to provide the technical data for coating systems we use promptly. We are currently exploring the ability to make some adjustments on the Marine grade coating system. Regarding the NFPA 30 requirements, UL-142 complies with all those requirements.
- Outer tank monitoring pipe identified as a 2” x 47” pipe on the centerline for the 750-gal pipe. What it the configuration of the pipe (follow the contour of the tanks)?
The pipe is an external vertical pipe with an elbow connected to the low end of the outer tank only. You’ll see in the attached picture, the external pipe on this tank is where you would put a leak gauge to monitor the outer tank.
- Where is the outer tank monitoring port on the 1000-gal tank?
It’s the external pipe located on the right side of the drawing.
- Provide cross-section detail of tank showing outer and inner tanks such as dimensions/shape of the inner tank, configuration of the wrap, structural supports between the inner and outer tanks, outer tank monitoring piping, etc.
The outer and inner tank are virtually the same dimensions (less actual material thickness) and the exact same shape. The outer tank is what’s called an “intimate wrap”, meaning the outer tank walls contact the inner tank walls. There is no real measurable space between the walls and no structural supports. These are built per
UL-142 standards/requirements.
- What is the type of material that will be used for construction of the tank?
A36 carbon steel.
- Based on the shop drawings, the 750-gal tank will be primed and painted with white enamel at the factory. What about the 1000-gal and 2000-gal tanks?
All standard tanks will be blasted, primed, and painted with enamel (color can be adjusted as necessary).
- 750-gal tank shows 2” plug on outer tank. Is this for draining the outer or discharge for the inner tank? Normally, that fitting would not be there. We used to put that fitting on all tanks. Double wall tanks are no longer made that way. Production drawings
(designated “Issued for Construction”) will be provided subsequently outlining all

details and specifications inquired upon. That tank would also have an external monitoring pipe just like the 1000 & 2000 gallon versions. I apologize for not pointing that out, This is noted on the drawings, specifically, Production will be done so on “IFC” drawings.
- The 2000-gal tank description indicates double wall, but the drawing do not show tank details such as wrap/outer tank, outer tank monitoring port, inner/outer tank vents, etc. as shown on the 750-gal and 1000-gal tank shop drawings.
These are just labeling differences on the drawings for previous customers. All 3 tanks will be built identically. Your production drawings will match and fit the layout. As shown in the provided drawings, we will match the standard UL-142 layout unless designated otherwise prior to production.
