About this opportunity
Pacific Air Forces seeks removal and replacement of the potable water pumping system at Koke'e Air Force Station, Building 3 (Pump House), Hawaii, with quotes due September 17, 2026 at 08:00 AM HST. This is a total small business set-aside, firm-fixed-price contract.
Place of performance is Waimea, Hawaii. The existing primary pump is severely degraded, leaking due to a failed seal, and exhibiting mechanical noise indicative of internal wear. The contractor shall furnish all labor, management, supervision, engineering, tools, materials, equipment, transportation, and incidentals necessary to remove and replace the pumping system, associated piping, and valves, and restore full operational capability to the potable water distribution system. The new system will consist of two pumps configured for alternating cycles to balance wear and increase redundancy, meeting or exceeding performance specifications to deliver water to the dome facility at the highest site elevation. Work must comply with federal, state, and local regulations; Department of Defense and Air Force manuals; UFC/UFGS standards; NFPA codes; and NEC standards. Contractor personnel must be trained and certified in potable water supply systems and pump installations. Environmental compliance requires corrosion-resistant materials appropriate for Hawaii's harsh, salt-air environment and proper hazardous materials handling. Site access requires REAL ID Act-compliant identification and security compliance at this controlled-access installation. The period of performance runs September 28 through October 28, 2026. NAICS code is 237110. Evaluation uses a Lowest Price Technically Acceptable approach: technical capability is evaluated on pass/fail basis (Acceptable or Unacceptable, limited to 5 pages), and only technically acceptable quotes are evaluated for price in ascending order. Award is made to the lowest price technically acceptable quote once two quotes achieve acceptability and adequate price competition is reached. Prevailing wage rates under Service Contract Act Wage Determination 2015-5691 apply.
