CUI
1. GENERAL
This Statement of Work (SOW) defines the requirements for the removal and replacement of the potable water pumping system located in Building 3 (Pump House) at Koke’e Air Force Station (AFS), Hawaii.
The existing primary pump is severely degraded, leaking due to a failed seal, and exhibiting mechanical noise indicative of internal wear. The Contractor shall furnish all labor, management, supervision, engineering, tools, materials, equipment, transportation, and incidentals necessary to replace the pumping system, associated piping, and valves, and restore full operational capability to the site’s potable water distribution system.
The Contractor shall identify and comply with all applicable federal, state, and local statutes; Executive Orders; Department of Defense/Air Force manuals, handbooks, regulations, guidance, and policies;
Unified Facilities Criteria (UFC); Unified Facilities Guide Specifications (UFGS); National Fire Protection Association (NFPA) codes; National Electrical Code (NEC/NFPA 70); and related standards.
It is the Contractor’s responsibility to identify and comply with all applicable requirements.
2. PROJECT OBJECTIVES
The potable water system at Koke’e AFS relies on the pumps in Building 3 to supply water throughout the installation, including to the dome facility, which is the highest elevation point on site. The existing pump has been leaking for over a year, causing water pooling and contributing to improper system cycling. The system currently uses a contact retention tank (not a pressure tank); the tank holds no pressure.
The pump’s deteriorated condition, persistent leakage, corrosion on surrounding piping, and mechanical noise present increasing operational and safety risks. Failure of the pumping system would result in a complete loss of water to the site, impacting sanitation, hygiene, kitchen operations, and mission support. Kokee AFS is a 24/7/365 mission-critical site, and uninterrupted water service is essential.
2.1 Mission Continuity. The Contractor shall plan all activities to minimize effects on Mission operations, safety, and security. The Contractor shall coordinate all closures, outages, or other mission/operations impacts with the site Civil Engineering office (or designated Government representative/COR) prior to implementation.
2.2 Logistics Responsibility. The Contractor shall be responsible for the transportation, receipt, unloading, storage, security, and handling of all its equipment and materials at Kokee AFS.
2.3 Environmental and Corrosion Resistance. Kokee AFS is located in a harsh, corrosive environment subject to high humidity, salt air influence, intense sun, and adverse weather. Materials and equipment shall be selected and installed to withstand extreme corrosion, ultraviolet exposure, and weather conditions. Components shall meet appropriate durability ratings (e.g., ASTM corrosion standards, IP-rated enclosures where applicable). All materials, equipment, and debris shall be secured from winds and weather at the end of each workday and stored in designated staging areas when not in use. Equipment with potential to leak (including petroleum, oils, and lubricants) shall be placed on protective ground covering, catch pans, or secondary containment and protected from weather and runoff to prevent environmental impacts.
2.4 Non-Interference. Except as required herein, Contractor work and/or installed materials and equipment shall not compromise other structures or areas’ intended usage without the Contracting Officer’s (CO) preapproval. Any compromise shall be reported immediately.
3. QUALIFICATIONS
