About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking qualified contractors to provide KC-46A Strategic Repairable Support services through a competitive, full and open multiple award indefinite delivery-indefinite quantity (IDIQ) contract. The government requires worldwide supply support for depot-level repair of approximately 400+ KC-46A National Stock Numbers (NSNs), with contractors obligated to exchange unserviceable assets for FAA-certified serviceable assets within a maximum 30-day turnaround time. All serviceable parts must carry FAA Form 8130-3 certification or Certificate of Conformance documentation and may be new, overhauled, or repaired with standard industry warranties included. The evaluation criteria focus solely on technical acceptability, specifically the offeror's current FAA Part 145 Repair Station certification for KC-46 aircraft components; offerors may satisfy this requirement directly or through certified subcontractors, with all supporting documentation (FAA certificates, teaming agreements, capability matrices, and supply chain risk management plans) required at the time of initial proposal submission. The proposal response deadline is February 20, 2026, at 3:00 PM Central Standard Time, and the solicitation has undergone three amendments with the most recent (Amendment 3) issued on February 11, 2026, updating Supply Chain Risk Management Plan references.
This solicitation is not set aside for small businesses, though the NAICS code 336413 carries a size standard of 1,250 employees for small business eligibility determination. The contract ceiling is $470,978,031.72 across all multiple awards, with each awardee guaranteed a minimum post-award conference task order of $500.00 and no long-term guaranteed work streams beyond initial task orders. The basic contract period consists of a single five-year base period with no option periods, during which subsequent Fair Opportunity Proposal Requests (FOPRs) will be issued on a quantity basis with awards determined through competitive evaluation of technical acceptability, price, delivery, and past performance factors. Work will be performed worldwide to support KC-46A operations, with unserviceable assets shipped to the prime contractor's designated Defense Logistics Agency Distribution Address Code (DODAAC) at designated Air Force facilities, primarily Tinker Air Force Base, Oklahoma. The government reserves the right to on-ramp additional qualified contractors or off-ramp existing contractors throughout the contract term based on FAA certification maintenance, and individual task orders exceeding $7.5 million will receive post-award notices with protest restrictions limited to orders exceeding $25 million or those increasing contract scope.

Certified serviceable tags are required to ensure and uphold the KC46A FAA certification. The serviceable parts can be new, overhauled, or repaired which come with a standard industry warranty.
The period of performance will have a single base period of five years with no option periods.

Please see the attached RFP Amendment 2.
The proposal response date has been pushed back to 20 February 2026 @ 3:00 PM (CST).
The Beyond Economical Repair (BER) CLIN title has changed to Beyond Economical Repair (BER)/Beyond Physical Repair (BPR).
The Attachment 2 KC-46 CASPER NSN List 21 Jan 26 is an updated NSN list. The corresponding ELIN list will be updated and posted here when it is finished.
The Ordering Procedures have been updated as of 21 Jan 26. Paragraph 2.6.4.3 has been updated.
The RFP Q&A conference will be held next week, weather allowing, and we will send out a Teams invite with the date and time.
**The government has decided to continue to accept questions from proposers. However, the response due date will not be extended unless the answer to a NEW question causes a new RFP Amendment to be published.
Please send all questions and responses to both POCs listed on this notice in the event one or the other are out of the office.

The CDRLs-DIDs have been updated to remove DMSMS reporting.

This effort will result in a KC-46A Strategic Repairable Support services contract with commercial industry. The contract will be utilized to provide world-wide supply support for KC-46A Depot Level Repair (DLR) National Stock Numbers (NSN). The requirement owner requires no greater than 30-day exchange of an unserviceable asset for a serviceable asset with a Federal Aviation Administration (FAA) certified serviceable tag 8130-3 or Certificate of Conformance (CoC). Certified serviceable tags are required to ensure and uphold the KC46A FAA certification. The serviceable parts can be new, overhauled, or repaired which come with a standard industry warranty.
The period of performance will have a single base period of five years with no option periods.
