About this opportunity

The United States Air Force Materiel Command Air Force Sustainment Center has published a Special Notice announcing a Pre-Request for Proposal (RFP) Virtual Industry Conference for the KC-46 Commercial Aircraft Strategic Parts Repair and Exchange (CASPER) Multiple Award Contract Indefinite Delivery/Indefinite Quantity (MAC IDIQ) effort. This pre-solicitation notice, posted on October 30, 2025, with a due date of December 2, 2025, is designed to brief industry partners on an upcoming solicitation for aircraft parts repair and support services. The special notice applies to contractors in the aircraft parts and auxiliary equipment manufacturing sector, specifically those engaged in maintenance, repair, and rebuilding of aircraft components and accessories. No specific set-asides have been designated for this opportunity. The notice emphasizes that interested parties should not contact the Procuring Contracting Officer or Contract Specialist at this time, as formal announcements and registration procedures will be released subsequently.

The Pre-RFP Virtual Industry Conference is scheduled for Thursday, December 4, 2025, at 9:00 AM Central Standard Daylight Time via Microsoft Teams and aims to improve proposal quality and expedite solicitation responses by clarifying technical requirements and contract structure. Contractors must register in advance by providing attendee names, titles, email addresses, and phone numbers to Procuring Contracting Officer Stephen Schexnayder and Contract Specialist Joshua Taft; those who have already registered need not resubmit their information. A draft solicitation will be provided to registered attendees prior to the conference for preliminary review, and industry participants are encouraged to submit questions, concerns, and comments regarding the draft RFP. The conference presentations will address the Performance Work Statement, technical qualification requirements, contract CLIN structure, RFP response requirements, and the estimated acquisition timeline. Attendance is unlimited due to the virtual format, though registration is mandatory to receive Microsoft Teams dial-in details, draft documentation, and security clearance information.
