About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 seeks to upgrade the Energy Management System and Building Automation System at Tennessee Valley Healthcare System Alvin C. York Campus in Murfreesboro, Tennessee, with proposals due May 15, 2026, at 2:00 PM EDT. This is a 100 percent set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Place of performance is the Alvin C. York Campus, 3400 Lebanon Pike, Murfreesboro, Tennessee 37129-1237. The scope requires conversion of existing Direct Digital Controls (DDC) systems from proprietary Siemens and Alerton frameworks to industry-standard Native BACnet systems with a fiber optic backbone, including replacement of outdated control panels, installation of new Desigo CC (or equivalent) front-end system, structured cabling and low-voltage electrical work, and complete system commissioning and training. Work must be completed within 365 calendar days from Notice to Proceed. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors.

The estimated contract value ranges from $1,000,000 to $5,000,000. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology, with technical acceptability determined by relevant construction experience (including VA facility projects, DDC controls programming, fiber optic backbone installation, and BACnet front-end systems), key personnel experience (Building Automation Systems, large fiber optic projects valued at $2 million or greater, and controller retrofitting), and past performance (requiring two Past Performance Questionnaires and three CPARS with satisfactory ratings). Offerors must provide a 20 percent bid bond (minimum $3 million), maintain active SAM and DSBS registrations, hold current SDVOSB certification, and furnish Performance and Payment Bonds within 10 days of award. The contract mandates that at least 25 percent of personnel performance costs be self-performed by the prime contractor. A mandatory site visit occurred April 22, 2026. Amendment 0001 issued May 5, 2026, published the site-visit sign-in sheet and RFI responses; proposal due date remains May 15, 2026.
