About this file
This is a comprehensive specification document for an upgrade to the Energy Management System at the Murfreesboro Veterans Affairs Medical Center in Tennessee, issued for bid on October 2, 2020. The project (VA Project No. 626A4-18-204) requires a complete overhaul of the facility's direct-digital control (DDC) HVAC system, including hardware, software, installation, commissioning, training, and warranty services over a 365-calendar-day contract period.
The work encompasses integration of three existing control system providers (Siemens, Alerton, and Honeywell) into a unified native BACnet/IP control network with two Engineering Control Centers, seven operator workstations, and ten remote web-based users. Key deliverables include new server-grade ECC hardware with advanced processing capability, networked controllers (B-BC, B-AAC, B-ASC device profiles), HVAC sensors and transmitters, control valves and dampers, fiber-optic backbone cabling, and complete programming of sequences of operations for all air handling units, terminal units, and ancillary systems. The contractor must maintain existing equipment functionality during transition, provide extensive operator training (64 hours minimum across two phases), deliver comprehensive operations and maintenance manuals, and warrant all work for one year. The specification mandates BACnet Testing Laboratories (BTL) certification for all network devices, compliance with ASHRAE Standard 135, and integration with existing systems including boiler controls, chiller optimization, fire alarm monitoring, and utility metering, with performance requirements for graphic display response times (8 seconds), alarm response (6 seconds), and control loop accuracy within specified tolerances. Contractor must demonstrate five similar facility-wide system upgrade projects completed within the past seven years and maintain a service facility within 100 miles with two-hour response time capability.
