About this opportunity
The Department of the Air Force Air Mobility Command seeks custodial services at Joint Base Charleston, with proposals due June 9, 2026 at 11:30 AM EDT. This procurement is set-aside 100% for 8(a) small business concerns, foreclosing open competition.
Place of performance encompasses Charleston Air Force Base in North Charleston, SC and Naval Weapons Station Goose Creek, SC, spanning approximately 237 facilities and 1.5 million total square feet across four cleaning service levels (Level 1 Prestige, Level 2 Basic, Level 3 Academic, and Level 4 Special Requirements for child development and youth centers). The contractor must provide all personnel, equipment, supplies, tools, and labor necessary to maintain satisfactory facility conditions. For child development and youth center services, contractor personnel must pass criminal background checks and obtain immunization verification; the government processes Tier 1 security clearances for these positions at government expense with typical processing time of 2–3 months.
The period of performance runs October 1, 2026 through September 30, 2031: one base year plus four one-year option periods. The contract is firm fixed-price with pricing on a cost-per-square-foot basis for recurring services (approximately 223,976 square feet Level 1 facility, 1.3 million square feet Level 2 facility, and specialized Level 4 facilities) and estimated task-order pricing for non-recurring services including buffing, floor maintenance, carpet shampooing, and restroom floor scrubbing. The previous contractor, L5/MBM JV, held the prior contract valued at $7.3 million for October 1, 2021 through September 30, 2026.
Two active collective bargaining agreements apply, with wage rates effective October 1, 2025 ranging from $19.20–$19.70 per hour for custodial positions. Award is targeted for August 3, 2026. Evaluation weights technical approach and past performance as significantly more important than price. Offerors must submit completed RFP documents, a price proposal using the provided bid schedule, a technical proposal addressing the Mission Essential Services Plan and key personnel qualifications, and past performance information with at least three references from similar contracts within the preceding three years. Amendment 1 (effective May 26, 2026) removed the site visit as a mandatory prerequisite for proposal submission, extended the deadline by 13 days, and incorporated FAR Clause 52.222-90 addressing diversity, equity, and inclusion. NAICS code 561720, PSC S201, small business size standard $22 million.
