About this file
This is a Solicitation/Contract Form (Standard Form 1449) and supporting documentation for a re-procurement of non-personal custodial services at Joint Base Charleston (JB CHS).
The Government seeks custodial services for multiple facility types at Joint Base Charleston, including Level 1 facility cleaning, restroom/locker room cleaning, facility cleaning at fitness centers, and periodic/emergency services such as buffing, floor maintenance, carpet shampooing, and restroom floor scrubbing. The contract covers a 12-month base year (October 1, 2026 through September 30, 2027) with four one-year option periods extending through September 30, 2031. Services are priced on a firm fixed-price basis with quantities specified in square footage for periodic services (100,000 to 200,000 square feet depending on task) and 12-month periods for recurring facility cleaning. The solicitation is reserved for 8(a) small businesses and is being issued on April 16, 2026, with proposals due by May 27, 2026 at 11:30 AM Eastern Time. Award will be based on a competitive best-value evaluation considering price, technical proposal quality, and past performance, with technical and past performance factors weighted as significantly more important than price. Offerors must attend a mandatory site visit scheduled for May 7, 2026, and submit a Mission Essential Services Plan, key personnel qualifications, and past performance references for similar contracts performed within the preceding three years. The contracting officer is Stephanie Woods, and additional inquiries should be directed to terry.harrelson.1@us.af.mil.
