About this file
This is a Performance Work Statement (PWS) for custodial services at Joint Base Charleston, issued by the 628th Civil Engineer Squadron, with an original date of April 14, 2026, and Revision 1 dated May 18, 2026.
The contractor must provide comprehensive custodial services across two campuses—Joint Base Charleston Air Base (JB CHS-AB) and Joint Base Charleston Naval Weapons Station (JB CHS-NWS)—maintaining facilities in accordance with Air Force Common Output Level Standards (AFCOLS). Services span four cleaning levels: Level 1 (Prestige) for high-visibility areas such as commander suites and passenger terminals; Level 2 (Basic) for administrative and industrial areas; Level 3 (Academic) for technical training schools; and Level 4 (Special Requirements) for Child Development Centers, Youth Centers, School Age Programs, and Fitness Centers. The contractor must provide all labor, equipment, supplies, and tools necessary to maintain satisfactory facility conditions presenting a clean, neat, and professional appearance. Core services include facility floor cleaning (hard floors and carpets), restroom and locker room cleaning and sanitization, trash and recycling collection, periodic floor maintenance (buffing, stripping, waxing, shampooing carpets), and specialized cleaning for childcare facilities. For CDC/YC facilities, the contractor must comply with Department of Defense and Air Force child safety requirements, including criminal background checks, child abuse prevention training, and immunization verification for all assigned personnel. The contractor must furnish all supplies including plastic trash liners, two-ply toilet tissue, paper towels, liquid hand soap, and 100 percent recycled paper products. Quality control requirements mandate monthly inspections for most facilities and a written Quality Control Plan addressing procedures to identify and correct deficiencies by close of business daily. The government will conduct quality assurance inspections, and contractor performance is evaluated against five performance objectives with monthly performance thresholds ranging from 90 to 100 percent. Services operate under specified shift hours (Day Shift 7:00 AM–4:00 PM, Night Shift 4:00 PM–12:00 AM, Late Night Shift 12:00 AM–7:00 AM) with facility-specific operational restrictions noted. The contractor must submit a Cleaning Frequency Schedule within 30 days of award and annually thereafter, obtain base identification and vehicle passes for all personnel, comply with all hazardous material handling requirements and environmental regulations, and maintain current Level 1 Anti-Terrorism Awareness training certificates for all employees. The contract includes provisions for modification pricing based on square footage changes, with unit pricing calculated by dividing annual bid prices by total facility square footage within each cleaning category.
