About this opportunity
The Department of the Air Force Headquarters District Washington is soliciting offers for comprehensive food service operations at Joint Base Andrews, Maryland, under solicitation FA286026Q0003. The contract encompasses full dining facility services at Freedom Hall (Building 1628), in-flight kitchen services providing boxed meals for flight crews and passengers, and executive culinary support for the 89th Airlift Wing (Buildings 1658), including staffing for an Executive Chef, Sous Chef, and cook positions. The contractor must provide all personnel, supervision, management, equipment, and services necessary to operate these facilities while the government furnishes facilities, food, utilities, and major equipment. Evaluation will be based on three factors: Technical Capability (addressing management/staffing approach and mobilization/transition approach, rated Acceptable/Unacceptable), Price (firm fixed-price), and Past Performance Survey, with technical capability and past performance considered significantly more important than price. The proposal deadline is March 9, 2026, at 12:00 PM Eastern Time, with questions due by 10:00 AM Eastern Time on February 23, 2026, and government answers posted by 12:00 PM Eastern Time on March 9, 2026.
This solicitation includes no set-aside designations, though the Randolph-Sheppard Act preference applies, giving the Maryland Business Enterprise Program for the Blind priority consideration if their bid falls within the competitive range. The contract is structured as a recompete with a 12-month base period (March 30, 2026 through March 29, 2027) and two optional one-year extension periods, with the total estimated base year contract value of $60,000 in government-set pricing for select contract line items, while contractor-proposed costs are required for main operations and transition planning. Key personnel requirements include maintaining employee turnover below 90% with no position vacancies exceeding 30 calendar days, and all 89th Airlift Wing personnel must obtain and maintain Secret security clearances and comply with DD Form 254 requirements. The contract uses firm fixed-price pricing across nine contract line items covering Freedom Hall operations, extended hours support, repair and replacement services, 89th Airlift Wing staffing, and transition planning. Performance will take place at Joint Base Andrews, Maryland, with Freedom Hall located in Building 1628 and the 89th Airlift Wing Executive Kitchen located in Building 1658.
