Award selection will use Simplified Acquisition Procedures with Technical Capability evaluated on an Acceptable/Unacceptable basis comprising two sub-factors (Management/Staffing Approach and Mobilization/Transition Approach), prices determined fair and reasonable, and Past Performance rated Satisfactory or higher, with technical capability combined with past performance considered significantly more important than price. The acquisition includes Randolph-Sheppard Act preference, giving the Maryland Business Enterprise Program for the Blind (MBEPB) priority consideration if their bid falls within the competitive range. Factor I is limited to 10 pages maximum, Factor II requires pricing on Attachment 6 with up to 5 pages of pricing narrative, and Factor III uses a Government-provided Past Performance Survey accepting up to three recent and relevant contracts performed between calendar years 2022-2025 for a minimum six-month period.

Addendum to Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services
This is a continuation of the solicitation provision FAR 52.212-1.
I. GENERAL INSTRUCTIONS:
A. These instructions provide general guidance for preparing offers, as well as specific instructions on the format and content of the offer. Throughout this section, the term "offeror" includes joint venture partners. The term "offer" refers to parts of or the entirety of the offeror's submittal in response to this solicitation.
To ensure timely and equitable evaluation of the offer, the offeror must follow the instructions contained herein in addition to FAR 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services. The offer must be complete, self-sufficient, and respond directly to the requirements of this solicitation.
B. Current Federal and Defense Regulations require the use of the System for Award Management (SAM) and Wide-Area Work Flow (WAWF) Invoicing System. A vendor must be registered in these systems prior to award of the contract otherwise the offeror may be considered non-responsive if the attainment of these registrations delays award of the contract.
C. For consideration of award, offerors shall submit one (1) complete copy of the offer package to include volumes listed in (F) below along with all required clause fill-ins by the closing date and time of the solicitation.
D. Send only unclassified offers electronically.
E. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale within seven (7) working days after initial solicitation posting on System for Award Management (https://sam.gov).
F. The offerors response shall consist of three (3) separate factors and the completed DD Form 254, DoD Contract Security Classification Specification (Secret Security Requirement for the 89th Airlift Wing support only.)
(1) Factor I - Technical Capability
(2) Factor II - Price
(3) Factor III - Past Performance Survey
G. Information. Your electronic offer shall reflect the following information on the subject line:
(1) Solicitation number: FA2860-26-Q-0003
(2) Company name
(3) Company POC & phone number.
H. Submission. Submit one (1) copy of your offer via emailed to the person(s) specified in subparagraph (I) in accordance with (IAW) 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services and this Addendum to 52.212-1, Instructions to Offerors- Commercial Products and Commercial Services. If an additional method of offer submission is required, notification must be made 24 hours prior to closing of the solicitation to the person(s) specified in subparagraph (I).
Volumes of Offer shall be titled as follows:
(1) Factor I - Technical Capability,
(2) Factor II - Price (Attachment 8)
(3) Factor III - Past Performance Survey.
Please submit all questions to the person(s) specified in subparagraph (I) no later than 10:00AM (Eastern Time) on Monday, February 23, 2026. Answers to questions received by the deadline will be posted to SAM.gov no later than 12:00PM (Eastern Time) on Wednesday, March 4, 2026.
Offers in response to the solicitation must be submitted by the time and date listed in Block 8 of the Standard Form (SF) 1449. Offers received after the due date and time will not be accepted and will not be considered for contract award.
Offers submitted must comply with all instructions, specifications, and requirements set forth in the solicitation. Offers failing to comply with the solicitation may be deemed nonresponsive and will be eliminated from consideration.
I. Delivery Addresses: (1) Offers must be emailed to: raffaele.simpson.ctr@us.af.mil and heather.roe.1@us.af.mil. Offeror may request verification of receipt.
J. Bidders Library. All solicitation documentation, including the Performance Work Statement (PWS) and attachments, are available on the System Award Management (SAM) website, www.sam.gov. Any other documents related to the solicitation not posted to the SAM.gov website will be made available on an "as needed" basis upon request to the Contracting Officer. All the documents requested will be posted on SAM or a notification will be posted allowing all offerors access to the same information.
K. Preference. Competition shall be unrestricted, however this acquisition is being conducted in accordance with the Randolph Sheppard Act (Public Law (PL)83-556, as amended by PL 93-516), as implemented by AirForce Instruction 34-206, Vending Facility Program for the Blind on Air Force Property and DoD Directive 1125.3, Vending Facility mailto:raffaele.simpson.ctr@us.af.mil mailto:heather.roe.1@us.af.mil
Program for the Blind on Federal Property. This act gives the State Licensing Agencies (SLA) priority consideration in award of contracts to operate cafeterias on DoD controlled property.
If the SLA submits a quote that is included in the final competitive range established by the Contracting Officer (as identified below), the SLA will receive award of the contract unless the Installation Commander determines that award to the SLA would adversely affect the interests of the United States and the Secretary, approves the determination, or when the Installation Commander determines, after conferring with the Head of the Department of War (DoW) Component, and the Secretary agrees, that the SLA does not have the capacity to operate a cafeteria in such a manner as to provide food service at a comparable cost and of comparable high quality as that available from other providers of cafeteria services.
Preference will be given to the Randolph-Sheppard Act (RSA) specified-agency for the State of Maryland (The Maryland Business Enterprise Program for the Blind - MBEPB).
Under the RSA, contracts are awarded to the SLA who meet the competitive criteria, is responsive to the requirements of the contract, and has a fair and reasonable price.
While the Act does not define what a "reasonable" price is, in practice, if the MBEPB bid falls within the competitive range as determined by the Contracting Officer, then the contract will be awarded to the MBEPB, even if the price is higher than that of the Lowest Priced offer.
For this acquisition, selection of the winning offeror(s) will be made using Simplified Acquisition Procedures (SAP) with the offerors Technical Capability being evaluated on an Acceptable/Unacceptable basis, proposed prices being determined fair and reasonable, and Past Performance being deemed "Satisfactory" or higher with all factors IAW DAFFARS Mandatory Procedures 5315.3, Table 3. When Past Performance is combined with Technical it will be considered significantly more important than Price.
The response will consist of three (3) separate factors:
(1) Factor I -Technical Capability

(2) Factor II – Price (Attachment 6)
(3) Factor III - Past Performance Survey
L. Debriefings/Request for Information. Debriefings and requests for information will be conducted IAW FAR 52.212-1.
M. Documents. Documents submitted in response to this solicitation must be fully responsive to and consistent with the following:
(1) Requirements of the solicitation (CLINs, PWS and Wage Determination) to include all applicable Government standards and regulations.
(2) Formatting shall be as follows:
(a) A page is defined as one face of a sheet of paper containing information.
(b)The Past Performance Survey shall be provided by the Government.
(c) Type size shall not be less than 12 font and in Times New Roman.
(d) Elaborate formats, bindings or color presentations are not desired or required.
(e) Format quote for readability in the Microsoft Office Suite; quote shall be free of any virus. If files are compressed, they must be "self-extracting-archives" (no software needed to decompress files). If files contain links, the links must be intact and maintained through all revisions. Spreadsheets should be easily tractable.

II. SPECIFIC QUOTE INSTRUCTIONS:
A. Factor I – Technical Capability Technical Acceptability. Offerors will be evaluated in accordance with 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services and this Addendum to 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services. Technical acceptability is based on successfully meeting the requirement. Each outlined factor/sub-factor will be rated "Acceptable" or "Unacceptable" as follows:

The offeror failed to submit the required documents for quote submission.

Offerors must receive "Acceptable" rating for each sub-factor to receive an overall "Acceptable" rating in the technical evaluation. In the event one or both subfactors receive an "Unacceptable" rating, the quote will receive an overall "Unacceptable" rating in the technical evaluation.
B. Factor II - PRICE
(1) The offeror shall submit an overall firm-fixed price to the Government.
(2) Insert proposed unit and extended prices on Attachment 6 for all Contract Line Item Numbers (CLINs).
(3) In providing complete pricing information as requested, the offeror agrees to all contract terms and conditions as written in the solicitation with all attachments.
(4) The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer's opinion, adequate price competition exists, no additional price information will be requested and certification will not be required. However, if at any time during this competition, the Contracting Officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of the price incompliance with FAR 13.5.
C. Factor III - PAST PERFORMANCE SURVEY
(1) The Government may review up to three (3) total contract's past performance submitted by the offeror. Any submission in excess of the limit will not be considered and only the first three (3) contracts listed will be evaluated. One (1) of past performances must show the contractor as a prime.
(2) Past performance for contracts where the offeror performed as the prime contractor and/or subcontractor may be considered.
(3) The offeror shall provide no more than three (3) of the most recent and relevant contracts performed for Government Agencies and/or commercial customers.
(4) To be recent, the contract (or subcontract) must have been performed within the past three (3) years from the date of issuance of this solicitation (calendar years 2022-2025) for a minimum of at least a six (6) month period. Past performance outside this given timeframe will not be evaluated.
(5) The Government requires the offeror to provide a Point of Contact (POC) for each contract reference. The POC for each reference may be contacted by the Government for additional information if required by regular mail, email, or phone.
(6) Offerors are reminded that both independent data and data in offers may be used by the Government to evaluate past performance. The Government will evaluate the offeror on the quality of past performance under recent and relevant contracts (or subcontracts).
(7) The Government will evaluate the offeror for their quality of past performance on recent and relevant contracts (or subcontracts). The scale for scoring is identified within the Past Performance Survey included in this solicitation.
