The Department of Agriculture's Animal and Plant Health Inspection Service is soliciting installation of two 30,000-gallon Jet A fuel storage tank systems at Moore Air Base in Edinburg, Texas, with proposals due June 23 at noon Central Time. This is a Total Small Business set-aside, firm-fixed-price design-build procurement.

Place of performance is Edinburg, Texas. Moore Air Base, designated by the Secretary of Agriculture as a critical production site for New World Screwworm sterile fly dispersal, requires Jet A fuel capability to support Beechcraft King Air Model 90 and future Cessna 208 aircraft; the existing AvGas LL100 supply is incompatible with these platforms. The contractor must deliver complete above-ground storage tank systems with double-wall fire-protected tanks, manifolded configuration with shared pumping and filtration equipment, and individual tank isolation valving. System design must dispense Jet A fuel (ASTM D1655) via over-wing refueling at 50 gallons per minute at 50 psi. The contractor performs design and sealed structural engineering for foundations compliant with ACI 318, handles excavation and concrete pouring, tank placement, security fencing, electrical infrastructure, and commissioning including hydrostatic testing, fuel quality validation, and operator training. Performance period is 140 calendar days from Notice to Proceed. The estimated magnitude is between $250,000 and $500,000; quotes exceeding this range will be accepted. For more than 60 years, Moore Air Base has served as a hub for sterile insect dispersal operations, supporting an average of ten daily flights with two to three small aircraft that currently utilize low lead–grade aviation fuel. With the establishment of new production facilities and the planned modernization of the MexFly fleet, updated fuel infrastructure is now required.
