Statement of Work for Design-Build Services May 13, 2026
1. PROJECT: Design-Build Services for two 30,000 Gallon Jet-A Fuel Tanks
2. LOCATION:
U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ), Moore Air Base (MAB), 22675 N. Moorefield Road, Edinburg, Texas 78541
3. PROJECT BACKGROUND:
For more than 60 years, Moore Air Base has served as a hub for sterile insect dispersal operations, supporting an average of ten daily flights with two to three small aircraft that currently utilize low lead–grade aviation fuel. With the establishment of new production facilities and the planned modernization of the MexFly fleet, updated fuel infrastructure is now required. To meet these operational demands, two Jet A fuel storage tanks must be installed to support contracted aircraft for New World Screwworm (NWS) sterile fly dispersal, as well as future aircraft to be procured for continued MexFly missions.
The Secretary of Agriculture has designated Moore Air Base as a critical production site for NWS to help prevent the spread of infestation to livestock and potential human hosts. To support this expanded mission, upgraded fuel storage capability is essential for upcoming flight operations. The base’s existing AvGas LL100 supply is incompatible with the Beechcraft King Air Model 90, the aircraft selected for NWS dispersal. Jet A fuel will also be required for the future Cessna 208 aircraft planned to replace the current Cessna 306 fleet used in MexFly dispersal operations.
4. PROJECT SCOPE:
The purpose of this Scope of Work (SOW) is to procure a Design-Build service for the construction of two new 30,000‑gallon Aboveground Storage Tanks (ASTs) to support Jet A fuel operations. The project includes the acquisition of tanks and associated components, development of the foundation and anchoring design, and completion of all construction and commissioning activities needed to deliver a fully functional fuel storage system.
The Jet‑A fuel storage and dispensing system stores aviation‑grade turbine fuel in a protected tank and delivers it safely to aircraft or fueling trucks. The system ensures fuel quality, contamination control, fire safety, and controlled delivery through pumps, filters, meters, and safety‑rated electrical equipment.
The Design-Build Contractor (“The Contractor”) shall furnish all labor, materials, equipment, and services necessary to provide complete AST systems in accordance with applicable federal, state, and local regulations, as well as manufacturer specifications. This includes the design and construction of foundations, structural anchoring, and all work required to ensure environmental, safety, and operational compliance for aviation fuel storage. All construction shall follow approved construction documents submittals.
All work shall be coordinated with the Owner to minimize disruptions to flight operations and maintain fueling availability throughout the project. All equipment supplied under this contract shall be clearly marked with appropriate service designation, and tanks and filters shall be labeled in accordance with OSHA and NFPA hazardous communication requirements.
The Design-Build Contractor (“The Contractor”) shall furnish two 30,000 gallon double-wall fire-protected Jet A fuel tanks including, but not be limited to, all associated accessories such as the manway access hatch, tank vents, saddles or supports, flame arrestor on the vent line, overfill protection valve, and spill containment basin or dike where applicable complete with all required accessories necessary for proper installation, operation, and compliance.
The Contractor shall furnish level measurement and alarm features including, a mechanical tank gauge, overfill shutdown mechanisms, visual and audible alarm indicators, high‑level alarm system, tank signage, tank access platform and ladder.
The Contractor shall furnish environmental and safety controls including, bonding connections, a water drain, a sample port for fuel testing, and all required tank identification signage and NFPA labeling.
The Contractor shall furnish pumping and fuel delivery system and all necessary accessories, including all filtration, flow control, and metering components required for proper operation.
The Contractor shall furnish all electrical components including, but not limited to, relays, motor starters, alarm circuits, emergency shutdown circuits, the control panel or meter display, conduit and cabling, safety switches, and grounding and bonding equipment required for full system functionality.
The Contractor shall furnish the fueling system including the hose, nozzle, and dispenser system to ensure complete and safe fuel transfer operations.
5. DESIGN
Foundation / Footing Design
The Contractor shall design:
· Reinforced concrete footing pads sized to support tank dead load, live load, wind load, Flood, Scouring and fuel load
· Foundation must comply with:
· Geotechnical recommendations (If available)
· ACI 318
· Local frost depth requirements
· Drainage and grading considerations
Tank Anchoring Design
Anchoring system must meet:
· Manufacturer anchorage specifications
· Resistance to vibration during fueling operations
· Wind uplift loads per ASCE 7
· Flood load requirements where applicable
· Corrosion resistance for all embedded hardware
Design Submittals
The Contractor shall submit:
· Foundation design drawings (sealed by a licensed structural engineer)
· Calculations for anchorage, loads, and structural adequacy
· Site layout showing tank spacing, access, containment, and safety clearances
· Utility and grounding plans
· Design and Specifications according to this schedule:
· 65% submittal for review and comment
· 95% submittal for review and comment
· Final
Full set of construction documents, design, specification, calculations, manufacturer product information cutsheets and design data shall be submitted before commencement of construction work.
6. CONSTRUCTION
The Contractor, with the assistance of their sub-contractor(s), shall conduct a preconstruction conference with USDA prior to the start of construction.
The Contractor shall continuously monitor the construction activities of its sub-contractors(s). Performance shall be reviewed for compliance with all contractual terms, conditions, drawings, specifications, and codes.
The Contractor’s superintendent shall observe the construction and erection in progress, as the nature of the work requires compliance with the tank manufacturer’s requirements and specifications.
Foundation Construction
· Excavate, form, and pour reinforced concrete footing pads per approved design
· Install anchor bolts, embeds, and grounding systems
· Ensure surface elevation, flatness, and tolerance meet manufacturer installation requirements
Tank Installation
· Offload and place tanks using appropriate lifting methods
· Align and secure tanks to foundation according to tank manufacturers anchoring requirements.
· Install vents, gauges, fittings, and appurtenances
· Provide bonding and grounding connections
Site Work
· Provide grading and drainage improvements as required
· Restore all disturbed areas to their original conditions.
· Provide concrete walkways.
· Provide Security Fencing to protect against vandalism.
7. COMMISSIONING
Perform commissioning of the project including, but not limited to, system cleaning & flushing, hydrostatic testing, fuel system integrity testing, fuel quality validation, operational testing, environmental and compliance checks. Submit test data reports, issues resolution logs, systems manual, training documentation, and final commissioning report.
Final commissioning report shall ensure that the 30,000 gallon Jet-A fuel tanks are installed and function in accordance with the contract requirements.
The Contractor shall:
· Perform system readiness checks
· Conduct pressure and leak testing for tank and piping (if included)
· Verify proper operation of vents, gauges, and safety devices
· Provide operator training

10. OTHER PROJECT REQUIREMENTS
10.1. Prior to construction, the Contractor shall submit manufacturer’s catalog, cut-sheets, and Shop drawings for review and approval. One set of shop drawings will be retained by the USDA-APHIS Engineering Branch.
10.2. The Contractor shall examine all the documents and visit the site to fully understand all the conditions and limitations applied to the work. No subsequent cost allowance will be made to the Contractor for neglect of the existing conditions.
10.3. The Contractor shall prepare and submit reports, bill of materials, product literature, drawings, specifications, quality control schedules, safety plan and construction costs.
10.4. The Contractor shall comply with national codes, Environmental Protection Agency (EPA) regulations, and federal, state, and local laws.
10.5. The Contractor shall coordinate with existing flight operations to avoid flight and operational disruption.
10.6. The Contractor shall ensure no service interruption occurs during construction. Coordinate staging area with security access for delivery and storage of material and equipment.
10.7. The Contractor is responsible for safety and shall comply with all local labor laws, regulations, customs and practices pertaining to labor, safety and similar matters.
10.8. The Contractor shall at all times keep the work area free from accumulation of waste materials. Upon completing construction, the Contractor shall hand over project site in a clean and orderly condition acceptable to the COR.
10.9. Work Hours are Monday through Friday from 07:00 AM to 15:30 PM.
10.10. All work outside of the mentioned days and hours shall be approved by the Facilities Maintenance manager in writing, prior to entering the facility. This includes work during Federal holidays.
10.11. The Contractor and all sub-contractors shall present valid picture identification such as a driver’s license or a State identification card at all times on the premises.
10.12. The Contractor shall be responsible for ensuring all vehicles have proper insurance and registration for accessing the facility
10.13. All work shall comply with Local and federal building codes, EPA SPCC regulations (as applicable):
11. PROJECT SCHEDULE
The schedule provided indicates project requirements for each stage. It is provided for the Contractor to establish and set contract time requirements, for meeting contract submissions and construction deadlines. A minimum of 5 calendar days for review time will be required by the Government. The performance period of this contract shall be 140 calendar days.

Construction shop drawing submittals shall be reviewed and approved by the Designer of Record. A copy of the approved shop drawings shall be submitted as follows:

Provide commissioning of the project including, but not limited to, test data reports, issues and resolution logs and reports, systems manual, training documentation, and final commissioning report to CO, EPM, FM and PPM.
Final commissioning report shall ensure that the 30,000 gallon Jet-A fuel tanks is installed and function in accordance with the contract requirements.
Upon completion of construction, The Contractor shall submit an As-Built Record set of drawings in AutoCAD (*.dwg. files) format as follows:
