About this file

This is a Request for Information (RFI) document containing responses addressing design and specification questions for a Jet A fuel storage tank system installation at Moore Air Base.

The document covers four primary system components: (1) Secondary Containment—recommending that double-wall tanks with leak detection and a concrete pad may satisfy containment requirements without separate secondary containment, though industry standard compliance verification is needed; if separate containment is required, a single shared containment serving both tanks is recommended based on vendor quotes for 30,000-gallon capacity. (2) Tank Purchase—recommending procurement from the first quoted vendor offering a complete system configured with status panel, high-level alarms, and leak detection, excluding only filtration, pump, and valves, with piping connections for receipt and issue operations. (3) Dispensing—recommending a self-contained box housing filtration, meter, control valve, over-the-wing hose, and 3-inch hose for SPR nozzle connections (truck or aircraft), mirroring the existing on-site unit to maintain operational consistency and simplify training. (4) Piping & Manifolds—requiring a manifold with valves to supply the dispensing box plus receipt manifolds for the tanks. The document also addresses electrical infrastructure: assuming a single issue pump/motor and one small water drawoff pump motor, requiring one 480V panel for the pump and one 240/120V panel for controls and lighting; a 500kVA transformer adjacent to the existing building can serve as the power source using a sub-transformer connection (pending available load capacity); high-voltage primary power (7200V/12480V) should be trenched to NEC Code minimum depth with duct bank and periodic manholes preferred; the existing fuel station electrical service panel is rated at 100 amps with seven available spaces, #2 AWG stranded copper wire feedline at 100-amp capacity, currently populated with one 30-amp and two 20-amp breakers, and requiring a 60-amp to 100-amp breaker upgrade at the hanger service panel.

RFIs and Responses

Secondary Containment We need to confirm whether a double-wall tank with leak detection will satisfy the requirement without separate secondary containment i.e., whether a concrete pad alone is sufficient for the tanks. We have seen this on-site at other locations. If secondary containment is required, our recommendation is a single shared containment serving both tanks. This is based on the second quote we received, which covered just one 30,000 gallon tank.

See response for RFIs (Addressed) for configuration. Verify if design assumptions and recommendation comply with industry standard and functionality. See SOW.

Tank Purchase We believe the best path is to purchase the tank from the first company you obtained a quote from, which offers the full system. We would recommend the tank configured with the status panel, high-level alarms, and leak detection, while excluding only the filtration, pump and valves out of the tank package. We only need piping to connect to for receipt and issue.

See SOW.

Dispensing For dispensing, we recommend a self-contained box housing the filtration, meter, control valve, over-the-wing hose, and 3-inch hose for SPR nozzle connections (truck or aircraft) similar to the unit already on site. Keeping the configuration uniform with the existing setup simplifies training and keeps operations largely consistent with what the pilots are already accustomed to.

See response for RFIs (Addressed) for configuration. Verify if design assumptions and recommendation comply with industry standard and functionality.

Piping & Manifolds Assuming we proceed with the tank and the dispensing box, we will need a manifold with valves to supply the box, plus the piping and receipt manifold supplying the tanks.

See response for RFIs (Addressed) for configuration.

Electrical We are working to confirm electrical needs. If the above holds and no receipt pump is required, we would have only one issue pump/motor plus one small motor for the water drawoff pump back line. Our working assumption is a small 480V panel for the pump and a 240/120V panel to supply the controls and lighting.

Design based on response to RFIs (Addressed) and SOW requirements. Verify if design assumptions and recommendation comply with industry standard and functionality A 500Kva transformer adjacent to the existing building being constructed/renovated was identified as a power source. Can the new power service be connected to the transformer using a sub-transformer?

Yes, it can, as, long as the transformer has the load space available.

Where primary power high voltage 7200V/12480V in PVC/SCH/Poly is trenched, what is the depth of cover, and should it be in a duct bank?

Depth of cover: The minimum specified by NEC Code Standard for the voltage present. Duct bank with periodic manholes preferred.

How much room is available in the existing electrical panel? (If they have to add additional components, I’m guessing)

1. The existing fuel station electrical service panel is rated at 100 amps with seven spaces available. With the length of the wire run from the hanger to the fuel station will drop the amperage to 95 amps roughly.

1. The wire feeding the fuel station electrical service panel is #2awg stranded, Copper wire, with a capacity of 100 amps.

1. Currently, the fuel station electrical service panel has a (1) 30amp and (2) 20amp breakers present.

1. The Hanger service panel feeding the fuel station electrical service panel has a 60amp breaker and would need to be upgraded to a 100-amp breaker.
