RFIs and Responses, June 15, 2026

1. Due to major project design elements lack of information for vendors/contractors to quote, an extension is requested for 2 weeks after RFIs have been answered to allow due diligence for bid evaluation (e.g., undefined siting requirements, preliminary load calculations for foundations, identifying drainage/grading/site improvements/security fencing requirements/existing equipment requirements for receipt and dispensing). Solicitation closing date is extended. See amendment 3.

1. Is the project currently funded? Yes

1. If the proposed equipment and site improvements exceed the proposed range or funding, will the project be rescinded or will additional funding be requested to meet the proposed budgetary proposal? We do not have an independent government estimate for this project. The solicitation states that the estimated magnitude of this project is between $250,000 and $500,000. As an interested party, when you develop your quote and find that your number exceeds $500,000, do not hesitate to submit your quote at whatever number you develop. The New World Screwworm program is among USDA's highest priorities, so if competitive quotes come in that well exceed the given magnitude, it's still likely that this project would be fully funded.

1. What provisions are allowed/recognized for cost increases due to significant design changes post award such as tariffs or supply chain interruptions? This will be a firm-fixed price contract.

1. Has the USDA-APHIS identified any equipment they would prefer for the Jet-A system? No preference, system shall meet contract requirements.

1. Does USDA-APHIS and a conceptual design or preliminary spec list for this project? Contractor to design.

1. Does USDA-APHIS have a fuel quality standard? What fuel standard is recommended for equipment selection? Standard Jet‑A fuel per ASTM D1655. Selected equipment must support Jet‑A quality controls recommend based on Industry standards.

1. Is this project classified as a military fueling facility or otherwise subject to military fueling standards? If so, please identify the applicable standards and confirm whether specialized military aircraft fueling nozzles or fueling equipment will be required. No. Moore Air Base is a USDA-owned facility.

1. Does USDA-APHIS have a design standard for ASTs? No.

1. Does USDA-APHIS have a design standard for security fencing? No.

1. Is an underground utility survey required as part of design phase or will as-builts drawings/record drawings be sufficient if provided? TBD

1. Are there any endangered or protected native animals / plants present within the construction work limits that would impact construction? None observed.

1. Will the USDA be registering the new ASTs with the state? Permit or approval required from TCEQ (Consult with TCEQ).

1. Are there any state tank installer requirements for AST installation/removal, obtain AST installation permit? Consult with TCEQ.

1. Are the new planes currently in use? First plane to be delivered February 2027.

1. Will a temporary system be required during this project? If it interferes with current fuel dispersion for current aircraft, yes.

1. Are there any accurate/current as-built drawings or record drawings available for the site or the existing Avgas system to use during the design phase? We have an existing AvGas system being utilized.

1. Are there any available geotechnical boring logs? No

1. Does the existing Avgas system need to be relocated/removed? See question 16.

1. What are the dimensions of the existing Avgas tank? 13’11” x 7’11”. It’s under a cement slab that’s 10’ x 25’6”.

1. What is the current fuel level of the existing Avgas tank, if relocation/removal is required? 4,000 gallons.

1. Does the existing system have any underground components that need to be noted for relocation or removal/salvage? Yes

1. Who is the existing manufacturer for the Avgas FMU system/software? INCON TS-RA1

1. Is there an on-site facility to dispose of waste fuel or contact water if the existing system has to be cleaned for removal? No

1. Who is the fuel delivery provider for the site? What is the coordination timeline needed for commissioning? We have a contract with DLA. Usually a 48-hour turn time, at the earliest.

1. Are there any known underground utilities crossing the taxiway for proposed new tank location? Unknown

1. Will an FAA waiver (7460-1) be required if a crane is used to install the new Jet-A ASTs? If necessary, we can get a waiver.

1. Are there any other airfield clearance requirements? No

1. Can the Site Superintendent, Quality Control Manager, or Site Safety and Health Officer serve double or triple hat roles? No.

1. Are there any flightline operations/security officers or training required for the construction team? Nothing formal.

1. Are training classes required for the construction team? If so, what is the duration of the classes and can these be coordinated prior to mobilization? No

1. Are there any planned events/blackout dates or dates when the facility is closed during the year that will impact construction and scheduling? No

1. The current POP is 140 days. Current experience indicates the design and procurement phase will potentially exceed this duration as design/approval phases take approximately two to three months, procurement of new ASTs takes approximately 22 to 25 weeks, and pumps/motors may have an extended lead time. Is the POP considering these design and procurement phases in the 140 days? If not, is the POP only considering field/construction duration (mobilization to demobilization) and not post-construction phase? If indeed this is an unrealistic timeframe, we’ll consider an adjustment.

1. Can you provide the dig permit process on site and the estimated time to complete? Unknown at this time.

1. Are there any authority rights-of-way that need to be considered beside the airfield operations? No

1. Are construction vehicles/equipment required to be identified with amber lights, signage, or airfield flags? Aircraft operate during daytime only.

1. During the site walk, two proposed locations for the new ASTs were communicated. Identify the siting requirements and clarify if the new ASTs will be located together or separately. Aircraft need to be able to taxi up to the pump which dispenses the fuel for overwing refueling. It is preferred that the tanks are placed together in order to keep available power and other storage tank and pump requirements simplified.

1. Will each 30,000-gallon Jet-A storage tank be provided with an independent pump skid capable of both over-wing and under-wing aircraft fueling operations or will fueling equipment be shared between tanks? See 86 and 87 below.

1. Is there a special concrete mix design required to be defined or require specialty review? No. Contractor to design.

1. Is there a specific seed mixture required for post-construction site improvements and restoring disturbed areas? No

1. Is the existing airfield apron pavement anticipated to be used as part of the new AST foundations / drive for fuel delivery vehicles? Yes

1. Will the refueller vehicles be parked for storage at the new AST site(s)? No

1. Will cranes or heavy equipment be allowed to traverse the existing airfield apron pavement? Depending on the weight, yes.

1. Are dust control measures required during construction such as water trucks, sprinklers, etc.? Yes

1. Will equipment staging be allowed in the existing mid-field if there are long stand-down periods (e.g., crane on-site but winds limit load lifts for multiple days, or equipment staging for a week)? Yes

1. Does there need to be a gate attendant to perform FOD checks for vehicles entering/leaving the airfield? Yes

1. Will there be a requirement for storm drainage for the new AST site(s) or will an uncurbed equipment pad with tank foundations be the intent of the SOW? Design positive drainage from foundation.

1. What is the thickness of the existing airfield apron pavement? Field verify.

1. During the site walk the existing electrical was identified in an existing building which was is being constructed / renovated? What is the existing electrical utility available for the new proposed AST site(s)? TBD

1. How far is the proposed electrical service to the proposed site(s)? Is there a sufficient corridor to additional service to be pulled the transit the existing airfield apron pavement? TBD

1. Will the existing airfield apron pavement need to be cut to route electrical service or is direct bore an option? TBD

1. Is airfield drainage going to be an obstacle if direct boring is used? Unknown

1. Is there existing airfield drainage, lighting, or communications that may be impacted if directional boring is planned from the new AST site(s) to the opposing side of the existing airfield apron where electrical power is being supplied? No

1. Will these tanks require obstruction lighting? If so, please provide the applicable criteria and specifications. Depending on the height, yes.

1. A 500Kva transformer adjacent to the existing building being constructed/renovated was identified as a power source. Can the new power service be connected to the transformer using a sub-transformer? We don’t know at this time.

1. Where primary power high voltage 7200V/12480V in PVC/SCH/Poly is trenched, what is the depth of cover and should it be in a duct bank? Field verify.

1. How much room is available in the existing electrical panel? Field verify.

1. Per Section 6 (Construction) of the Statement of Work, where are the new concrete walkways to be located? Unknown at this time.

1. What are the dimensions and details (i.e., lighting, curbing, thickness, driveway crossings) of the new concrete walkways? Contractor to design.

1. Per Section 6 (Construction) of the Statement of Work, what are the dimensions of the new securing fence? ASTs and pumping stations should be fenced and gated, contractor to design.

1. What are the new security fence requirements? Contractor to design and specify.

1. Will the refueler vehicle be entering the new security fence? No. fence only for AST and Pumps (government to verify).

1. How many vehicle and personnel gates are required for access? None

1. What are the dimensions of the new access gate? N/A

1. Is there an existing site secondary containment / remote spill containment present? Is so, does it need to be resized for this project? No

1. For excavation the new AST concrete footings, concrete walkways, and electrical trenching / duct banks / directional boring, are there any known spills, UXO, or contaminated areas to be anticipated? This would be across the existing airfield apron pavement and down the shoulder to the proposed AST site(s). This is not anticipated.

1. If soil samples are required to be collected underneath the existing airfield apron pavement for directional boring, how will this be accomplished? Would core drill and repair through the existing airfield apron pavement be the preferred method? Directional boring is not anticipated.

1. What volume of contaminated soils should be anticipated for disposal? Unknown

1. What is the make / model, hose connection size, and configuration (single point / D1 nozzle) of the existing refueler vehicle? Refueler vehicle not required for aircraft fueling.

1. Provide the fueling arrangement and flow requirements for the new Cessna 208 airframe. We will have overwing refueling.

1. Is overwing fueling required? What is the connection size and configuration? The new aircraft will be overwing refueling.

1. What is the existing system flow rate (GPM)? Will this be the same for the new system/airframe? Capable of 50 gpm at 50 psi.

1. Should the new fuel management system be capable of remote wireless accounting? Optional

1. What are the existing operator fuel access controls RFID, keycard, or other? None

1. If the new ASTs have a packaged system at ground level, will top of tank access / catwalks be required other than for gauging at ladder? Yes.

1. If the new ASTs are packaged units, will MFR testing suffice for hydro/pneumatic test at commissioning when calibrating equipment at initial fill? Contractor to perform commissioning required per SOW.

1. If a spares list is required at commissioning, please provide a cursory list of anticipated parts/consumables to be included during system turn-over. Provide standard spares required during commissioning.

1. If O/M manuals are to be provided at system turn-over, please define the number of copies and the anticipated content required. As specified in the SOW.

1. Are third party inspections/vendor representatives required for system commissioning, or can the Contractor perform the commissioning independently? Contractor performs commissioning.

1. What is the required aircraft fueling flow rate for the dispensing system? Contractors must size the system based on standard Jet‑A fueling requirements for King Air 90 and Cessna 208 aircraft, ensuring compliance with applicable codes.

1. Is the intent for each 30,000-gallon tank to have a dedicated dispensing skid, or is a single dispensing skid with a manifolded tank configuration acceptable? Either two independent dispensing skids or one manifolded system. Contractors may propose either as long as it meets safety and operational requirements. (Government to verify if independent dispensing is required.)

1. Will fueling operations be overwing, underwing, or require the capability for both? The aircraft which will be using these tanks and equipment will be doing over wing refueling.

1. Are there any specific filtration, metering, controls, or fuel quality monitoring requirements beyond those identified in the solicitation documents? Systems shall meet standard Jet‑A quality assurance protocols and all stated in the SOW.

1. Were any additional details, meeting notes, or clarifications provided during the June 1 site visit that are available to prospective bidders? No

1. Will each 30,000-gallon Jet-A storage tank require a tanker truck loading/unloading skid or is a single tanker loading/unloading station intended to serve both tanks?

Please clarify if the intent is for each tank to have their own tank receipt and issue equipment so there is redundancy if there is any maintenance required.

Amended SOW: Bidders should assume the following system configuration: Two Jet‑A ASTs, manifolded together with shared pumping/filtration/dispensing equipment, and individual tank isolation through valving. [Twin‑Tank, Fully Manifolded System (Shared Receipt & Issue)] this system will provide partial redundancy. Contractor shall design and furnish all other system components as stated in the SOW.

1. Existing system is an underground storage tank that is gravity offloaded from trucks on the runway. Since new system will be aboveground, will the fuel delivery trucks include a pump or is the Contractor expected to design and install an offload pumping system? For above-ground Jet‑A storage tank systems, based on industry standard, the fuel delivery truck provides its own pump for offloading. Contractor will provide the appropriate offload connection and safety/containment systems.
