About this opportunity
The Department of the Air Force Air Education and Training Command is conducting market research for the replacement of a gas-fired heating boiler system in Building 575 at Joint Base San Antonio-Randolph, Texas. This pre-solicitation opportunity seeks contractors capable of removing the existing 300,000 BTU/hour input boiler installed around 2000 and installing a new, energy-efficient, code-compliant system with 270,000 BTU/hour output capacity. The scope includes furnishing all supervision, labor, materials, equipment, and quality assurance necessary for complete system replacement, including associated components such as pumps, expansion tank, air separator, chemical feeder, and integration with the building's Direct Digital Control system. Work must be performed between 6:30 AM and 4:30 PM, Monday through Friday, excluding federal holidays, with coordination through the 502d Civil Engineering Squadron. The government has issued a Request for Information to gather contractor capabilities, socioeconomic designations, lead times, and cost estimates, with responses due by August 9, 2025.
This opportunity is designated as a Total Small Business set-aside under NAICS code 333414 (Heating Equipment Manufacturing). The current boiler system is a Fulton Gas Fired Pulse Combustion Boiler Model PHW-300S with specific technical requirements including 100 PSI design pressure, 120 Volts electrical requirements, and manifold gas pressure of 2.8 inches water column. No incumbent contractors or current award values have been disclosed in this market research phase, as this is strictly an information-gathering exercise to assess industry capabilities and costs. The project requires a comprehensive one-year warranty on materials and workmanship, with contractors required to respond to warranty issues within 24 hours of notification. The solicitation number F2M3CB5152A001 indicates this is in the preliminary stages, with the government using the RFI responses for technical and acquisition planning purposes before issuing a formal solicitation.
