About this opportunity

The Department of the Air Force Air Education and Training Command is seeking contractors to replace an existing gas-fired heating boiler system in Building 575 at Joint Base San Antonio (JBSA) Randolph, Texas. The project requires complete removal and disposal of the current 300 MBH gas-fired boiler installed around 2000 and installation of a new, energy-efficient, code-compliant Fulton Gas Fired Pulse Combustion Boiler or equivalent with 300,000 BTU/hour input capacity. Contractors must provide all supervision, labor, materials, tools, equipment, transportation, and quality assurance necessary for the project, including new hot water pump installation, auxiliary components, gas and water piping, electrical upgrades, and integration with the building's existing Johnson Controls Direct Digital Control system. The government will award the contract to the technically acceptable lowest-priced quote, evaluating submissions based on boiler specifications and delivery/installation schedule. The original question deadline was August 25, 2025, at 10:00 AM CDT, with the proposal due date extended through Amendment 0002 to September 4, 2025, at 1:00 PM CDT.

This procurement is designated as a 100% Total Small Business set-aside under NAICS code 332410 (Power Boiler and Heat Exchanger Manufacturing) with a size standard of 750 employees. No incumbent contractor is identified in the solicitation documents, as this appears to be a replacement of aging equipment rather than a contract renewal. While no specific contract value is disclosed, the scope includes comprehensive boiler system replacement with associated mechanical, electrical, and control system work, plus a one-year warranty on materials and workmanship. The contractor must complete delivery and installation by November 10, 2025, performing all work between 6:30 AM and 4:30 PM, Monday through Friday, excluding federal holidays. The place of performance is Building 575 at JBSA Randolph, located at 710 Main Circle, JBSA Randolph, TX 78148, with work to be coordinated through the 502d Civil Engineering Squadron. Payment terms are NET 30 with FOB Destination delivery requirements.
