About this opportunity
The Department of the Air Force Air Education and Training Command is soliciting quotes for comprehensive hazardous material survey services covering non-destructive and destructive testing for lead-based paint, asbestos, polychlorinated biphenyls (PCBs), mercury, mold, and soil at Joint Base San Antonio. The contractor must be licensed by the Texas Department of State Health Services and must follow specific protocols including X-ray fluorescence analyzers for lead testing, AHERA protocols for asbestos inspections, detailed mold assessments with air quality testing, and soil analysis per federal, state, and local regulations. The evaluation will use a Lowest Priced, Technically Acceptable (LPTA) process, with award based on quotes that conform to RFQ requirements and represent the best value to the government. Technical acceptability requires submission of a detailed technical approach, demonstration of qualified personnel credentials, and a comprehensive Quality Control Plan addressing organizational hierarchy, inspection checklists, and restoration procedures. The deadline for questions was January 15, 2026, at 10:00 AM CST, while quotes are due by January 27, 2026, at 1:00 PM CST following Amendment 1's extension of the original January 22, 2026 deadline.
This procurement is a Total Small Business set-aside restricted to concerns with NAICS code 541380 (Testing Laboratories) with a size standard of $19,000,000. The government intends to award multiple-award Blanket Purchase Agreements to a maximum of three responsible contractors, with a 5-year performance period from February 1, 2026, through January 31, 2031. The annual master limit for the BPA is $150,000, with individual call orders not to exceed $15,000 per order. Services will be performed across eleven geographically separated units at JBSA locations including Randolph, Fort Sam Houston, Lackland, Camp Bullis, Canyon Lake, Kelly, Seguin Airfield, Chapman Training Annex, Port San Antonio, Medical Annex, and Grayson Street, all located in the San Antonio, Texas area. Contractors must maintain current Texas licensing at the time of survey and report generation, and personnel must obtain base access clearance through the JBSA Visitor Control Center with submissions required at least ten days prior to facility entry.
