About this opportunity

The Department of Veterans Affairs Network Contracting Office (NCO 10) is seeking fire alarm testing services at the Dayton VA Medical Center through solicitation 36C25025Q0681. The procurement requires comprehensive fire alarm system testing across approximately 30 buildings, including one annual NFPA fire alarm system inspection in March and three quarterly tests throughout the year. Contractors must provide NICET-certified technicians with specific expertise in EST fire alarm equipment and EST3 Fireworks graphical interfaces, and must perform 100% testing of audible and visual warning devices while minimizing patient care disruption. The contract structure includes one base year and four option years, with strict technical requirements such as using actual smoke for detector testing and coordinating with VA police and engineering personnel. The solicitation due date was extended from July 10, 2025 to July 14, 2025 at 4PM EDT to allow time for addressing vendor questions, with reports required to be submitted in Joint Commission format.

The solicitation documents contain conflicting information regarding set-aside requirements, with some versions indicating it is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) while others state no set-aside is used. The procurement falls under NAICS code 561621 (Security Systems Services) with a small business size standard of $25 million, though no specific contract value or budget range is disclosed in the available documentation. Recent amendments have clarified that buildings 220, 225, 226, and 307 are no longer in use and do not require inspection, while two new buildings (1001 and 1302) have been added to the system with an estimated 12 fire alarm devices each. The performance work will take place at the Dayton VA Medical Center located at 4100 W. Third Street in Dayton, Ohio, with all vendors required to be properly registered in the System for Award Management (SAM) database.

Update #4 · Latest ·

Vendor questions and answers:

Buildings 220, 225, 307, and 226 were explained as being abandoned, non-existent or not having systems installed. Can this be confirmed. There was missing paperwork for these buildings. If these buildings do have systems in need of inspection, can we get the inspection reports for them?

Building 220, 225, 226, 307 are no longer in use and DO NOT need to be inspected.

Buildings 38 and 1301 were listed on your quarterly report but not the annual report nor were they listed in the SOW. Can we get the annual paperwork for these or confirm that they should be further excluded?

Building 38 is tied in to Building 128 and is included in the report for that building. Both Building 38 and 1301 are done quarterly and annually. The annual reports for both buildings are attached.

There have been 2 buildings added to the system since the solicitation was posted, buildings 1001 and 1302. They are in the Cemetery next to Building 1301, and both building 1001 and 1302 have a Fire Alarm Panel in them. Since they are newly added, we are unsure of the device count but estimate 12 -/+ devices in each of the new buildings.

We do also want to confirm the VA is expecting 3 not 4 quarterly reports and 1 annual report. Or would the government want the 4th quarterly submitted at the same time as the annual?

All that is needed is 3 quarterly reports and 1 annual report. The reports are in Joint Commission format, and request when the reports are done, we receive them in that format. Â

Update #3 ·

This extension is to allow time to provide answers to vendor questions which will be provided in a subsequent solicitation amendment.
