About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 5 is seeking qualified electrical contractors to establish a Blanket Purchase Agreement (BPA) for low and medium voltage electrical repair, maintenance, replacement, and demolition services at the Washington DC VA Medical Center. The procurement covers electrical work on systems ranging from 120/208V and 277/480V low voltage to 13.8KV medium voltage infrastructure, including transformers, switchgear, substations, breakers, panels, motor control centers, lighting systems, and related electrical components. Key contractor qualifications include holding a current electrical contractor license and business license in Washington DC, possessing required OSHA certifications, and demonstrating the ability to respond to emergency repairs within 2 hours. The VA will use a tiered multiple-award evaluation approach selecting 4-6 vendors, prioritizing Service-Disabled Veteran-Owned Small Businesses (SDVOSB), followed by Veteran-Owned Small Businesses (VOSB), other small businesses, and finally large businesses. Critical dates include a mandatory site visit on December 16, 2025, an RFI deadline of December 18, 2025, and an amended quote submission deadline of January 8, 2026 at 10:00 AM Eastern Time.

This solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 238210 and Product Service Code J061. The BPA will operate over a 5-year period from January 15, 2026 through January 14, 2031, with an estimated total contract value under $5 million. Work is categorized into three service types: normal hours operations (7:00 AM to 3:30 PM), after-hours repairs (3:30 PM to 7:00 AM including weekends), and emergency response services. Contractors must establish fixed hourly labor rates for all work categories, with approximately 10 oil-filled transformers requiring attention across four campus substations, and shipping costs to be included in material pricing. The place of performance is located at 50 Irving Street NW, Washington DC 20422, and interested vendors should direct inquiries to Contracting Officer Bill Pratt at Billie.Pratt@va.gov or 410-642-2411.
