About this file

This document contains Answers to Request for Information (RFIs) for a VA Blanket Purchase Agreement (BPA) for electrical infrastructure maintenance services. The solicitation is a tier evaluation with plans to select 4-6 vendors, including 1-2 certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), and is open to all socio-economic business types. Key details include approximately 10 oil-filled transformers requiring attention across 4 campus substations, with shipping costs to be included in material costs.

The BPA will be a fixed-price contract with established hourly labor rates for all work, including after-hours and emergency response. Vendors will submit electronic invoices through Tungsten, with VA staff reviewing and certifying payments within 30 days. Performance will be evaluated using CPARS, and contractors may request rate adjustments if wage determinations are updated. Task orders will be sent simultaneously to all BPA holders, who can provide quotes based on their pre-established rates. Communication and self-performance are emphasized, with the VA looking for vendors who can perform work using their own licensed staff with minimal subcontracting.
