About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 solicited quotes for sewer and grease trap cleaning services at the G.V. "Sonny" Montgomery VA Medical Center in Jackson, Mississippi under solicitation number 36C25626Q0216. The procurement required quarterly sewer jetting services for approximately 1,700 feet of piping (ranging from 8 to 11 inches in diameter) and quarterly grease trap cleaning services, along with semi-annual CCTV video inspections of sanitary sewer and grease trap lines. Qualified contractors were required to possess a City of Jackson Business License, Wastewater Hauler Permit, FOG Program Compliance Certification, EPA/State Environmental Compliance certifications, OSHA Safety Compliance documentation, and a minimum of three years' experience in sewer jetting and grease trap cleaning. The government evaluated quotations using a lowest-priced, technically acceptable approach based on technical capability, past performance, and price. The original quote submission deadline was March 6, 2026, which was subsequently extended to March 13, 2026, with a mandatory question deadline of March 3, 2026, and an optional site visit scheduled for March 5, 2026.

This was an unrestricted commercial procurement with no set-aside designations, and the previous incumbent contractor was Mid-South Septic Services, which had received a total contract value of $45,000 under a base year plus four-year option structure that was not fully exercised due to scope changes. The contract structure included a base year (March 31, 2026 - March 30, 2027) plus four option years, with an estimated total value of $16.5 million and a NAICS size standard of $16.5 million. Key service requirements included providing water and a jetter truck at the vendor's expense, cleaning three grease trap systems (a new 600-gallon tank, a temporary 200-gallon tank, and existing 500-gallon manholes), and performing all work during normal business hours (8:00 a.m. - 4:30 p.m., Monday-Friday, excluding federal holidays). However, on March 31, 2026, the government issued a final amendment canceling this solicitation entirely, with notification that the requirement would be resolicited at a later date. All inquiries and submissions were directed to Contracting Specialist Michelle Atwell at michelle.atwell@va.gov.
