About this file
This is an Amendment to a Previous Combined Solicitation for sewer and grease trap cleaning services at the Department of Veterans Affairs G.V. (Sonny) Montgomery facility in Jackson, Mississippi (39216-5116). The solicitation number is 36C25626Q0216, issued by the VA Network Contracting Office 16 in Houston, Texas (77056-5643), with Contracting Specialist Michelle Atwell as the point of contact. The amendment extends the response deadline to March 13, 2026 at 10:00 a.m. Central Time and establishes a site visit on March 5, 2026 from 9:00 a.m. to 2:00 p.m., highly recommended but not mandatory, with contractors meeting at the back of the building near the water tower. Contact for site visit is Willard Rushing at 601-364-7923 or 601-559-7104.
The requirement involves cleaning 8-inch and 11-inch pipes, including existing manholes (estimated 500-gallon capacity), a new 600-gallon grease trap, and a temporary 200-gallon trap. Vendors must provide their own water and a jetter truck; jetting is possible in both directions from each manhole but only one direction toward the building. This is an unrestricted commercial solicitation under NAICS code 562998 (Product Service Code J045) evaluated on lowest priced quotation meeting minimum requirements. The previous contract with Mid-South Septic Service was valued at $45,000.00 for a base plus 4-year term with an unexercised option, and the scope of work for this solicitation differs from that contract. The Government will evaluate quotes electronically submitted to Michelle Atwell at michelle.atwell@va.gov.
