About this opportunity
The Department of Veterans Affairs, specifically the Veterans Health Administration Veterans Integrated Service Network 12, is conducting market research for HVAC repair services at the Tomah VA Medical Center in Wisconsin. The requirement involves repairing two outdoor Daikin Heat Pump units (model REYQ120PBTJ), which necessitates replacing the primary compressor in both units and a contactor in one unit. Interested vendors must provide comprehensive capability statements demonstrating their technical and organizational capacity to perform the work, including details about potential subcontracting or teaming arrangements. The market research will help determine the procurement method, with potential outcomes including a small business set-aside, sole-source award, or full and open competition. Vendors must submit their responses via email to Robert.Ruska@va.gov by January 23, 2025, at 3:00 PM Central Time, with the understanding that no telephone inquiries will be accepted and no feedback will be provided on submissions.
The opportunity is designated as a total small business set-aside under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors, with a Product Service Code (PSC) of J041 for maintenance and repair of refrigeration and air conditioning equipment. While specific award values are not disclosed in the pre-solicitation notice, the scope involves providing all necessary labor, materials, travel, and equipment for the HVAC unit repairs. The contract will require vendors to have Daikin certification or equivalent expertise, given the specific equipment models involved. Potential contractors must submit detailed organizational information, including company name, address, contact details, ownership type, and size, along with documentation supporting their technical capabilities. The VA will evaluate the market research responses to assess the potential capacity of vendors to provide services that match the scope and scale of the required HVAC repairs at the Tomah VA Medical Center.
