About this opportunity

The Department of Agriculture Forest Service seeks quotes to replace the air-conditioning condenser and indoor coil at the Ashley National Forest Duchesne Bunkhouse, with questions due November 6, 2026 and quotes due November 13, 2026. The procurement is a Total Small Business set-aside, so only small businesses are eligible.

The structured place of performance is Naples, UT 84078, while the Statement of Work places the work at the Duchesne Bunkhouse, 250 S 400 W, Duchesne, Utah 84021. The base bid requires removing the existing 5-ton air-cooled condenser and indoor coil, then installing a 2.5-ton air-cooled condenser and compatible coil. Scope includes refrigerant recovery under federal and state environmental regulations, R-410A charging, electrical modifications, and commissioning. Acceptable condenser manufacturers are Carrier, Daikin Applied, Lennox, and Trane. A mandatory site visit is required.

Past performance datasheets are mandatory, and a "References provided upon request" response will be found unresponsive. Subcontractors and teaming partners must submit the team partner consent form to be considered.

Award goes to the lowest-priced technically acceptable offeror. Technical acceptability turns on the technical approach, regulatory compliance documentation (permits, disposal facility confirmation, and refrigerant recovery compliance), and personnel with HVAC installation experience. Past performance is rated acceptable, neutral, or unacceptable. Pricing is a lump-sum base bid, with firm-fixed-price offers anticipated, and prices must remain firm for 90 calendar days. Service Contract Act wage rates are $25.70 per hour for HVAC mechanics and $30.05 per hour for electricians, each plus fringe benefits. The period of performance runs November 16, 2026 through April 2, 2027.

Quotes are submitted by email to Contracting Officer Adam M. Koepke at adam.koepke@usda.gov, with questions due 1500 MST on November 6, 2026 and quotes due 3:00 PM MST on November 13, 2026.
