About this opportunity
The United States Air Force, 87th Contracting Squadron at Joint Base McGuire-Dix-Lakehurst (JB MDL) in New Jersey is seeking integrated waste management services to collect, transport, and dispose of municipal solid waste from various base locations across the McGuire, Dix, and Lakehurst annexes. This is a Sources Sought notice, not a formal solicitation, inviting interested firms to submit capability packages demonstrating their ability to meet the specifications outlined in the attached Performance Work Statement. Key requirements include emptying refuse containers at specified frequencies ranging from weekly to monthly, managing specialized containers such as food waste and "foreign trash" requiring incineration and sanitization, and providing potential additional services for construction and demolition debris collection. Firms must be registered in the System for Award Management (SAM) database, comply with stringent security protocols outlined in the contractor security requirements and antiterrorism guidance, and adhere to OSHA and environmental regulations. Responses to this Sources Sought notice are due by November 14, 2025, and must demonstrate clear technical compliance with all specifications and indicate the respondent's business size relative to the $38.5 million small business size standard for NAICS 562111.
No set-aside determination has been made at this time, though the government reserves the right to consider a small business set-aside based on responses received. The notice does not identify any incumbent contractors or current service providers. The Performance Work Statement indicates an estimated workload of approximately 341 six-cubic yard containers, 14 twenty-cubic yard containers, and 62 six-cubic yard containers at Lakehurst, with varying pickup frequencies across all locations throughout the contract period. Compensation structures vary by location, with Lakehurst pricing presented as a unit price including landfill tipping fees, while McGuire and Dix pricing includes unit costs plus separate Burlington County landfill tipping fees. Respondents must identify their socioeconomic status (small business, 8(a), service-disabled veteran-owned, or HUBZone), foreign ownership status, and any contemplated use of foreign national employees. The contractor will be required to submit monthly reports, maintain compliance with all base security and safety protocols, and operate across multiple facility locations within the JB MDL installation.
