About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center seeks integrated solid waste management services—municipal solid waste collection, food waste collection, recyclable materials processing, and related services—at Hill Air Force Base and Little Mountain Test Annex, Utah, with proposals due August 17, 2026. This is a total small business set-aside under NAICS 562111 and PSC S205, with no separate written solicitation; this announcement constitutes the combined synopsis and solicitation.
Performance occurs at Hill Air Force Base, UT 84056-5129, and Little Mountain Test Annex. The contract runs October 1, 2026 through September 30, 2031 (base year plus four one-year option periods). Contractor must furnish all personnel, equipment, tools, materials, vehicles, and supervision except approximately 210 government-owned 8-yard recycling containers. Base MSW collection covers approximately 468 refuse containers on a twice-weekly schedule; food waste collection at three self-contained compactors and two 8-yard containers at dining facilities; and recyclable materials handling at approximately 340 locations via single-stream commercial recycling transported to an off-base third-party processing facility. Lock bars are required on specified dumpsters to reduce foreign object debris risk. Collection routes operate 0600-1500 hours Monday–Friday using the New North Gate entrance. Personnel accessing the airfield must complete a driving course and perform tire foreign object debris checks. Estimated annual workload includes 3,335 tons MSW, 315 tons food waste, 450 tons recyclables, and 150 tons construction and demolition debris. Performance thresholds allow no more than two valid customer complaints monthly for MSW collection and zero deficiencies for recyclable processing and disposal compliance.
This is a recompete of incumbent contract FA820122C0001 held by Robinson Waste Services. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology: the Government ranks proposals by total evaluated price, evaluates the lowest-priced proposal for technical acceptability against Performance Work Statement minimum requirements, and awards to the first technically acceptable proposal without obligating evaluation of all submissions. Technical proposals (maximum 35 pages) address work plan, standards compliance, and capability across three subfactors, each rated acceptable or unacceptable; all three must be acceptable for overall technical acceptability. Price proposals are evaluated for completeness, reasonableness, and unbalanced pricing. Total evaluated price comprises twelve-month base year, four one-year option periods, and one six-month extension period. Firm fixed-price contract line items include municipal solid waste collection, food waste collection, recyclable collection, unscheduled pickups and special events, construction and demolition debris, additional pickups, container relocations, equipment maintenance, and landfill tipping fees. Landfill tipping fees are estimated at 4,250 tons annually at $52 per ton. Service Contract Act wage determination WD 2015-5483 Revision 29 (effective May 13, 2026) applies to Davis, Morgan, and Weber counties, Utah; hourly rates range up to $46.07 with fringe benefits including health and welfare of $5.55 per hour and paid leave. Contractor must provide monthly reports including weight tickets, recycling commodity sales data, and labor hours via Federal Awardee Performance and Integrity Information System. Proposals must be submitted via email to marina.callisto@us.af.mil and stephanie.hatlem@us.af.mil; questions are due August 5, 2026 at 2:00 p.m. MDT. A mandatory site visit occurred July 29, 2026. Amendment 0003 (August 6, 2026) extended the deadline from August 10 to August 17, revised the Performance Work Statement, updated the wage determination, and realigned the CLIN structure.
