About this file

This is an Amendment of Solicitation (SF 30, Amendment 0001) issued by the U.S. Air Force to solicitation FA820126Q0026, effective July 14, 2026. The amendment is administered by FA8201 at Hill Air Force Base, Utah, with Marina Callisto and Stephanie Hatlem listed as primary contacts.

The amendment implements three substantive changes to the original solicitation. The response due date has been extended from July 29, 2026 to August 10, 2026. A mandatory site visit has been scheduled for July 29, 2026, with two new attachments added to the solicitation package: a Site Visit Letter and Site Visit Registration Form (both dated July 14, 2026). Section M of the solicitation has been revised to add specific Lowest Price Technically Acceptable (LPTA) evaluation criteria, establishing a sequential evaluation process where the Government first ranks all proposals by total evaluated price from lowest to highest, evaluates the lowest-priced proposal for technical acceptability against Performance Work Statement (PWS) minimum requirements, and only continues to the next-lowest-priced proposal if the current proposal is rated unacceptable. The amendment specifies that award may be made once a technically acceptable proposal meeting all PWS minimum requirements is identified, and the Government is not obligated to evaluate all technical proposals received. All other terms and conditions of the original solicitation remain unchanged.

Section M - Evaluation Factors for Award

Header Miscellaneous Text (Added):

Evaluation Process: To ensure an efficient competition, the Government will utilize a sequential evaluation approach as follows: 1: Price Evaluation & Ranking. The Government will first evaluate the Total Evaluated Price of all timely proposals and rank them from lowest to highest. Price will be evaluated for reasonableness. 2:

Technical Acceptability Evaluation. The Government will then evaluate the technical proposal of the lowest-priced offeror. If the proposal is rated "Acceptable," the evaluation process may stop at that point, and award may be made. 3: Continued Evaluation (If Necessary). If the lowest-priced offer is determined to be technically "Unacceptable," the Government will proceed to evaluate the technical proposal of the next lowest-priced offeror. This process will continue sequentially until a technically acceptable proposal is identified for award. The Government is not obligated to evaluate all technical proposals received. Technical Acceptability: A technical proposal will be rated "Acceptable" if it clearly meets all the minimum requirements of the Performance Work Statement (PWS). Proposals that fail to meet all the minimum requirements will be rated "Unacceptable.
