FA2521-13-R-0008-0004 IRSP Amendment 4 is issued to revise information in Section L paragraph 2.3.1. The phrase "up to ten" was added back to the first sentence of Section L paragraph 2.3.1. The phrase was inadvertently removed in Amendment 2. The date specified for receipt of Offers IS NOT extended.
Please note that offerors are encouraged to submit all questions and requests for clarifications no less than ten (10) days prior to the RFP closing date. The decision to respond to questions and requests for clarifications made less than ten (10) days prior to the RFP closing shall be at the sole discretion of the PCO.

The date specified for receipt of Offers IS NOT extended.

FA2521-13-R-0008-0001 IRSP Amendment 1 is issued to revise information in Attachment L-06 (Engineering/Obsolescence Sample Tasks) & Attachment L-07 (Logistics Sample). Additionally, an administrative error in Block 5 of the SF 33 (Block 9B in this SF 30) is being corrected to change the date issued from 19 Mar 2015 to 23 Mar 2015 to reflect the correct date of RFP release. The date specified for receipt of Offers IS NOT extended.

SOLICITATION NOTICE: This is a request for proposal. The 45th Contracting Squadron, Patrick AFB FL announces the release of solicitation FA2521-13-R-0008 Instrumentation Radar Support Program (IRSP).
SOLICITATION ISSUE DATE: 23 March 2015
QUESTIONS AND ANSWERS: All questions related to this solicitation must be submitted in writing in the format provided in attachment L-02; via email to ALL POCs no later than 27 April 2015. The Government reserves the right not to respond to any questions submitted after this date.
PROPOSAL DUE DATE/TIME: Proposals are due on 7 May 2015 at 1:00 P.M. Eastern Time. Performance Evaluation Questionnaires are requested at least 10 DAYS prior to the proposal closing date/time, earlier if possible, but NO LATER THAN the proposal closing date (see Section L Paragraph 2.3.2).

PRE-SOLICITATION NOTICE: This is NOT a request for proposal, A FINAL SOLICITATION DOCUMENT DOES NOT EXIST AT THIS TIME. The 45th Contracting Squadron, Patrick AFB, FL announces the anticipated release of the solicitation FA2521-13-R-0008 Instrumentation Radar Support Program (IRSP).
Description: The IRSP provides serviceable components and subsystems for Instrumentation Tracking Systems (ITS), to include radars, telemetry, and optical instrumentation systems for 27 participating ranges across Department Of Defense (DoD), Department of Energy (DoE), National Aeronautics and Space Administration (NASA), and 7 foreign governments. IRSP augments stakeholders' sustainment efforts of their range ITS. Program objectives are to maximize operational availability of these ITS', realize economies of scale through the collective management of similar equipment owned by agencies with compatible missions resulting in lower costs, and to extend the useful operational life of the systems supported by the program. The primary purpose of the participating range's effort to be accomplished within the Statement of Work (SOW) is to provide an end item of supply and shall include the logistical, engineering, and technical expertise required to operate a contractor depot supply activity to include material acquisition, component remanufacture & fabrication, engineering and technical support, overhauls, systems modifications, transportation of government-owned parts, and program management support.

The award will be made under full and open competition. The applicable NAICS code and size standard for this acquisition is 334511/750 employees.
The ceiling for this Indefinite Delivery Indefinite Quantity (IDIQ) contract is $300M. The minimum guarantee will be $200,000.
The performance period is for an ordering period of five (5) years from time of award.
Contract award will be based on a best value analysis of Technical Capability/Risk, Past Performance, and Cost/Price.
