About this opportunity

The Mission Installation Contracting Command - Fort Leavenworth is issuing Invitation for Bid (IFB) W91QF4-25-B-0001 for the replacement of thirteen existing water fountains with new commercial-grade water fountains equipped with bottle filling stations across eleven buildings at the Presidio of Monterey, California. The work includes removal and disposal of existing units, installation of new units with all associated plumbing and electrical connections, and comprehensive testing to ensure compliance with multiple standards including ADA, ICC A117.1, ASME A112.19.3/CSA B45.4, NSF/ANSI standards, and all applicable building and plumbing codes. The contractor must demonstrate plumbing experience and capacity to manage multiple task orders concurrently, including construction scheduling, cost estimation, quality control, and subcontractor coordination, while ensuring all work complies with Buy American Act requirements. The government will award the contract to the most advantageous responsible bidder based on price and price-related factors. Key dates include the extended bid submission deadline of September 9, 2025, at 11:00 AM PST, with all questions required to be submitted by August 29, 2025, at 1:00 PM PST to Contract Specialist Tyerees Sanders.

This procurement is designated as a total small business set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19.0 million. The contract is structured as a firm fixed-price requirements-type contract with a performance period of 180 calendar days following award. The project involves installing water bottle filling stations across eleven specific buildings at the Presidio of Monterey, with most locations receiving Elkay EZSDWSSK Bottle Filling Stations with Single ADA Coolers, while one location (B613) will receive an Elkay LZWSRK Retrofit Bottle Filling Station Kit. Bidders must submit a bid guarantee of 20% of the bid price or $500,000, whichever is less, and must be registered in the System for Award Management (SAM) with a Unique Entity ID. While the solicitation does not specify exact award values, the estimated project value appears to fall between $100,000 and $250,000 based on the referenced documentation, with all work to be performed at the U.S. Army installation in Monterey County, California.
