About this opportunity
The Department of the Army Corps of Engineers Engineering Support Center Huntsville seeks Initial Outfitting & Transition services to activate the AMLC APS-4 Warehouse at Buildings 765 and 955, Camp Carroll, Republic of Korea, with proposals due September 11, 2026. Per USFK 7150.01 and US ROK SOFA, only South Korean local vendors will be considered; if no technically acceptable offerors are identified, the RFQ will be republished for all interested vendors.
Place of performance is Gyeongsangbuk-do, South Korea. The NAICS code is 541614, Process, Physical Distribution, and Logistics Consulting Services; PSC is R707. The base period of performance is twelve months from Notice to Proceed, with an anticipated award date of September 30, 2026. Two optional six-month extensions are available for Period of Performance Extension and Warehousing Extension.
The contractor shall provide comprehensive IO&T services including project management, interior design, furniture/fixtures/equipment planning, equipment purchasing, transition and relocation, installation, testing, training, warehouse management, and final turnover. Deliverables include a Validated Equipment List, an FF&E Package with coordinated fabrics and finishes, complete signage and wayfinding in English and Korean, field and mechanical/electrical/plumbing validation reports, procurement packages with Best Value Determinations, equipment training plans, warranty management documentation, and a consolidated final closeout package. The contractor must procure and train operators for electric and diesel forklifts, relocate 13 existing lockers from Building 955, validate pallet racking as freestanding and non-penetrating, and coordinate overseas shipping and customs clearance. All contractor personnel must obtain Common Access Cards and SOFA designations. Key Personnel—Project Manager, Interior Designer, and Medical Equipment Planning Specialist—must be maintained throughout performance.
This is a firm fixed-price procurement under the IO&T IV MATOC base contract. The government intends to award without discussions based on initial proposal but reserves the right to conduct discussions if necessary. Evaluation criteria include Schedule, Technical Solution, and Key Personnel and Management Approach (technical factors); Past Performance using CPARS data from the past five years; and Price for fair and reasonableness. Offerors must submit detailed task-by-task price breakdowns using the provided Excel worksheet; lump sum pricing without breakdowns constitutes a deficiency. Proposals shall not exceed 12 pages excluding price spreadsheets, PPQs, OCI mitigation plans, resumes, and cover pages. Contractor questions are due August 26, 2026. The base service contract value is $240,000 for Equipment (CLIN 0002); additional CLINs for services are priced by offerors.
