About this opportunity
The Air Force Materiel Command seeks contractor logistics support services for 19 C-21 aircraft, including maintenance at multiple bases, supply chain management, engineering support, modifications, and worldwide transportation services. Offerors must demonstrate the ability to perform organizational and depot-level maintenance and provide a contractor-owned parts inventory system. The evaluation will consider offerors' experience, past performance, technical approaches, and plans to involve small businesses. Responses to the market survey were due by April 20, 2018 to assist determining acquisition strategy for the follow-on solicitation planned for fall 2018.
The requirement involves NAICS code 488190 for aircraft maintenance with a size standard of $32.5M. The incumbent provides similar services at bases including Peterson AFB, Andrews AFB, Scott AFB, and Ramstein AB in Germany. The potential single-award IDIQ contract would have a two-year base period and eight one-year options, valued at an estimated $32.5M annually, to commence in April 2020 and extend performance through 2030 while maintaining the 19-aircraft fleet across its locations.

Question 3: If a Flight Data Recorder requires an R&R, are we to assume that upon removal of a faulty unit, the contractor will send it out for repair and upon return it goes back on the shelf as a contractor spare or as a USAF spare?
Answer 3: If the contractor owned the spare that went on to the aircraft to replace the faulty part, they will own the original when it returns from repair.
Question 4: Does the fleet include any spare engines or will they need to be provided by the contractor?
Answer 4: USAF owns spare engines. See attached GFP listing.
Question 5: When an engine event occurs, are we to assume that we will replace it with a contractor engine or is there a USAF spare(s) on hand at each location.
Answer 5: Spare engines can be prepositioned as the contractor sees fit.
Question 6: As far as current inventory, will the contractor be afforded the opportunity to acquire the incumbent contractor's inventory.
Answer 6: The incumbent contractor owns the inventory and the incumbent contractor's decision on whether or not to sell the inventory.
Question 7: Are there two separate parts inventories at each base? One being a USAF parts inventory and one being a contractor parts inventory.
Answer 7: Government owned parts should be kept separately from contractor owned parts.

Nothing in this notice contradicts other restrictions, identified in the synopsis notice or solicitation, regarding eligible sources. Foreign participation is not authorized.
Facility Clearance Information: The offeror, and subcontractors as required, must possess or acquire prior to award a facility clearance equal to the highest classification specification (DD254) attached to the solicitation and be entitled to COMSEC information without additional authorization (i.e. National Interest Determination (NID)). Therefore, all facility clearances must be approved and Foreign Ownership Control or Influence (FOCI) issues must be mitigated prior to award. The Industrial Security Facilities Database (ISFD) will be used to verify facility clearances. The Government is not obligated to hold discussions nor delay award awaiting an offeror to complete this requirement. At this time, the highest classification specification on the DD254 is expected to be SECRET.
Service Contract Act: The Service Contract Act applies to this requirement.
Technical Library: The technical library will be available upon request and with a valid DD Form 2345. Please see above in the technical data section for the point of contact to obtain access. The technical library will be maintained on www.fbo.gov. The technical library will contain Government unique manuals for the aircraft, minimum equipment lists (MELs), and paint drawings. A nondisclosure form will also be required.
Foreign Participation: Foreign participation is not authorized
Note: The government may not have complete and adequate data, special materials, facilities, tooling, or test equipment which may be required in the performance of the contract. This will be a performance based contract where the contractor is required to supply all data, special materials, facilities, tooling, parts, test equipment, etc. to perform the requirements of the Performance Work Statement.
QUESTIONS:
a. Financial Resources: A package was attached to this RFI that contains parts usage and flying hours for the past three years. This data is not a guarantee of future usage and only provided for planning purposes. After the planned phase-in period, the contractor must be ready for full performance to support the fleet of 19 C-21 aircraft at projected locations of Scott AFB, Ramstein AB, and one OCONUS location. This includes the necessary data, special materials, tooling, parts, test equipment, support equipment, etc. (parts and equipment)*. The Government will not provide a direct and immediate reimbursement for the investment of parts and equipment. The Government pays the contractor only based upon flying hours and base operations in recurring monthly payments**.
*The contractor must provide material, parts and equipment to meet the monthly Non Mission Capable Supple (NMCS) rate Not to Exceed (NTE) 3% for the fleet.
**The contractor must have sufficient Contractor Furnished Material on day one of full performance to meet the required NMCS rate NTE 3% for the fleet.
1. Based upon the part usage, flying hours data, and required NMCS rate NTE 3% for the fleet, what does your company estimate as the investment in parts and equipment needed for full performance?
2. Does your company have the financial resources to obtain the parts and equipment for the investment or the ability to obtain the financial resources? Please describe the means for the investment and/or how it will be obtained?
3. What is your company's plan to obtain the necessary parts and support equipment in time for full performance?
b. Subcontracting: Based upon the provided data, the Government wants to know the total amount your company plans (or estimates) on subcontracting for this effort.
1. Whether your company is a large business or a small business, what is the total percentage of the C-21 CLS effort your company estimates to be subcontracted whether to a large business or small business? Please provide a breakdown of percentages of subcontracting to large business and small business.
c. Incentives: The Government contemplates an incentive for the phase-out period, if it occurs. The purpose of the incentive would be to motivate the outgoing contractor to fulfill any and all requirements of the performance work statement in a greater capacity.
1. What is your company's interest in a phase out incentive?
2. What type of incentive, if any, would motivate your company to perform to a higher standard?
3. How does your company value an incentive versus higher performance?
d. Base Operations: The Government contemplates implementing multiple SubCLINs for Base Operations that provide a range of aircraft for each location instead of a fixed number of aircraft on one SubCLIN. For example, 1 to 3 aircraft, 4 to 6 aircraft, and so on. Or, 1 to 5 aircraft, 6 to 10 aircraft, and so on. The Government would order the SubCLIN with the number of aircraft at a location within the range.
1. Would a range of aircraft per SubCLIN affect your company's ability to price base operations?
2. If there is a negative effect to pricing, please describe.
3. Please provide any other information?
