Shows Previous Q&A as Reference for follow up in next column or Reference to part of the Draft RFP Question Answer

There were two (2) prior engine inspection / repair questions requesting clarification regarding what portion, if any, of the MPI and CZI Inspections and found discrepancies / repair constitutes Firm Fixed Pricing (FFP) versus Over and Above (O&A) pricing.

Will the Government respectfully re‐consider or clarify the intended proposed all‐ inclusive FFP pricing structure for engine inspections and discrepancies / repairs? Will the government also please clarify what ‐ if any‐ events constitute Over and Above (O&A)?

Pricing will be FFP all inclusive for return to service. What constitutes as over and above is described within each CLIN.

Will the government please post the Past Performance “ppi tool” on FedBizOpps? The Government will consider posting the PPI Tool on FBO in advance of the release of the RFP.

Will the government please consider a 5‐year look back for Past Performance Contract submittals? As a SB set‐aside solicitation, small businesses must meet the required 488190 revenue threshold and typically do not have the number or volume of contracts as compared with larger firms. A 5‐year look back, as opposed to only going back 3 years, will afford C‐21 SB prime bidders more opportunity to submit relevant prime contracts in their proposal.

The Government will review and consider past performance look back. The final determination will be published with the RFP.

Will the government please reconsider allowing the ‘commonly‐used’ single spacing, 10 point Arial font for the header and footer content? The latest Q&A posting states 1.5 spacing for the header and footer.

The rationale is it will provide more functional space for proposal data and content.

The Government will consider font size with the header and footer. The final determination will be published with the RFP.

Standard form 1449 – “THIS IS A TOTAL SMALL BUSINESS SET‐ASIDE.

Subject to the terms and conditions stated herein, the Contractor agrees to hold its offered prices firm for 365 days”

Will the government consider a more traditional price validity of 120 days? Many commercial vendors would not consider holding prices firm for 365 days without incorporating added risk. This additional risk could impose addition cost increase to the government.

No. Holding prices for 365 days is necessary for the evaluation time length.

CLIN X015 language , “The labor under this CLIN is for personnel not responding from any MOB and/or DOL or any additional personnel needed to respond that are not priced elsewhere." “No additional salary, other than the travel, per diem, if necessary, will be paid for personnel working away from their home station. Additional personnel required to backfill and/or support the MOB and/or OL will be handled on a case‐by‐ case basis and must be approved by the PCO/ACO.”

Will the government please clarify whether the MOB staff could be used as field team support to travel away from their home MOB to support their resident aircraft recovery? Would the government also clarify if the MOB is assumed to be used wouldn’t they be eligible for overtime pay should it be warranted? The initial statement describes the field team as separate personnel from the MOB staff, then the second statement makes it sound as though MOB staff could be involved in field team support.

It is the contractor's decision on whether or not to use MOB staff as a field support team. The purpose of the CLIN language is to ensure the contractor will not double bill the Government (or prevent the contractor from assuming it is authorized to double bill) for MOB labor that assist in the field. The MOB labor is priced under CLIN X002. Sending MOB labor to work under CLIN X015 is already paid under CLIN X002 and cannot also be billed for labor under X015. If staff other than MOB labor or labor not already priced in another CLIN, then this CLIN would pay for the contract field team labor. The necessity to pay overtime to employees per any labor laws, collective bargaining agreements should be priced within CLIN X002 for MOB personnel and why no additional salary funding would be provided by the Government for MOB personnel working away from home station on a contract field team.

Attachment 5 Instructi ons to Offerors 50 page limit and 1.5 spacing for the Technical Volume severely limits offerors ability to provide to provide sufficient detail for an effective evaluation. Recommend increasing to 80 pages with single spacing.

The Government will consider the page length for the technical volume. The final determination will be published with the RFP.

Attachment 5 Instructions to Offerors Table 2.2 There is a discrepancy in the ITO table for the technical 3.2.2 Title Page and Team List (Not included in 80 page limit). The page limit column references 50 pages. Will the Government confirm the page limit is 80 pages and not 50?

This has been revised. The final determination of page length will be published with the RFP.

Attachment 5 Instructions to Offerors Will the Government confirm that the 1.5 line spacing does not apply to tables, graphics, headers, footers and bulleted list?

Addendum to FAR 52.212‐1, paragraph 2.4.2, describes the format for tables, charts, graphs and figures and there is no call out in line spacing for these items because the text is intended within to describe tables, charts, graphs and figures. Headers, footers and bullet lists use the format as described under paragraph 2.4.1.

Second Round Draft RFP and Pre‐Solicitation Questions and Answers

Attachment 5 Instructions to Offerors Will the government allow for smaller than 12 point Arial in the headers and footers? Suggest headers and footers are held to the same requirements as tables and graphics (no less than 8 point).

The Government will consider font size with the header and footer. The final determination will be published with the RFP.

Attachment 5 Instructions to Offerors Will the government allow the signed letters from OEM, Engine maintenance agreements and subcontractors to be provided in an appendix and outside page count?

These attachments will not count towards the page limit.

IV Contract Documentation – Table 2.2 Team List (2.2.2) is referenced twice, once in the front matter and once with the Agreements and Letters of Intent. Will the government confirm that the Team List (Attach 2.0) should only be provided once in the Contract Documentation Volume?

The table is correct. There needs to be a team list for each volume, such as technical and past performance.

Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume; • Include an indexed list of Tables and Figures; • Each volume shall contain a glossary of all abbreviations and acronyms used with an explanation for each.

Table on p. 4 does not list a TOC for volumes 2 and 3. Please clarify whether we should include a TOC, glossary, and list of Figures for Volumes 2 and 3.

This has been revised to add a Glossary of Abbreviations and Acronyms to Volume II.

CLIN Structure Phase 13 & phase 15 are depot level inspections. What CLIN captures cost of these inspections? Phase 13 and Phase 15 are captured under CLINs X002 (Base Operations) and X003 (Flying Hours).

PWS 1.5.7 IFF Equipment Services. The Contractor shall troubleshoot and maintain the Identification Friend or Foe (IFF) Computer IAW the C‐ 21 technical library. The Contractor shall remove the IFF Computer if defective and provide it to the COR for repair and overhaul.

NOTE: The host base will accomplish Operational Checks of the IFF Computer.

Are there any additional LRUs like the IFF computer that will be managed by the USAF? The Government is not aware of other LRUs that are managed by the USAF.

Is a facility clearance a requirement for contract award? Yes.

Will there be a cure time after award if the contractor does not have a Facility Security Clearance at time of award?

No.

Is it preferred to have the Facility Security Clearance in place prior to contract award? A facility clearance is required prior to award.

Paragraph 1.7 Aircraft Maintenance Management System (AMMS) The contractor shall provide and utilize a computer‐based aircraft maintenance management system

Under the current contract, # FA810613C0008, the exact AMMS requirement existed. Does the government own the currently utilized AMMS software solution?

The government does not own the incumbent contractor's AMMS.

If Q1 answer is “Yes”, can this solution be contractually transferred and utilized by the awarded contractor of the re‐compete contract #FA810618R5000?

N/A

Does an existing electronic C‐21 Configuration Model exist in the current AMMS solution, and is it required to meet the FAA Master Minimum Equipment List (MMEL) for the C‐21 (Learjet 35A)?

The FAA MMEL has no relation to differences in any configuration the C‐21 may or may not have.

Will any of the existing AMMS detailed Configuration, Asset, Work history, Cannibalization, Technical Publications, Logistics, Failure Trend analysis, historical data, be available electronically for integration/population, into a new AMMS system, if current AMMS is not available?

The data will be available, but not the AMMS system. The AMMS system is the contractor's solution to meet PWS paragraph 1.7.

Does the existing AMMS solution have an electronic “Flight Log Book” functionality requirement, to allow flight crew to log mission data/times and airframe discrepancies? Or are these flight missions completed in a paper Aircraft “Green” Flight Log Book scenario?

The aircrew and maintenance personnel use paper AFTO 781s.

Price Matrix, CLIN X024 Will current airframe and power plant times and cycles be provided? Information will be needed to project costs over the length of the contract.

This information will be provided in the bidder's library. The bidder's library will be posted with the

RFP.

PWS paragraph 1.21 Will OEM Letters of Intent be counted against the page count or can they be an attachment to the technical volume?

These attachments will not count towards the page limit.

PWS paragraph 1.19 Will warranty terms and conditions for the Universal avionics be provided?

The warranty terms, if available, will be provided in the bidder's library that will be posted with the

RFP.

Attachment 5 ‐ ITO, Table 2.2 Page Limit references 50 page limit for the Technical Volume, verbiage under Volume Title references an 80 page limit. Verify correct page limit for the Technical Volume.

This has been revised. The final determination of page length will be published with the RFP.

Attachment 6 ‐ Evaluation Factors for Award, paragraph 2.2.4e The deployment scenario (ITO Attach 2) response will require charts and verbiage that could be substantial. Is this response to be included in the 50‐page Technical Volume or can it be as an attachment?

Will the government consider increasing the page limit to allow for a detailed response?

These attachments will not count towards the page limit.

Will the Government accept commercial work and what evidence of that work would be required?

The Government will accept commercial work and/or government work. The addendum to 52.212‐ 1, paragraph 4.3 does not differentiate between government and commercial contracts or work.

The evidence of the work required is outlined within section 4.0.

Will the government provide four years’ worth of data related to how many unscheduled engine events required engine removal for repair? What CLIN would these costs be billed against?

The Government will review historical data and provide the farthest back as possible. What is considered over and above and not over and above is handled on a case by case basis. For example, unscheduled engine event outside of scheduled engine maintenance that requires engine removal, such as FOD or bird strike, would be considered over and above. Over and above work is billed against the over and above CLIN. Another example, if an engine part that breaks that causes an unscheduled engine removal would not be over and above and covered under the flying hours CLIN.

Will the government provide the engine average time since new and cycles since new for the C‐21 fleet? The Government will review historical data and provide the farthest back as possible.

If we’re performing a scheduled MPI per the Honeywell Engine Maintenance Manual 72‐02‐01, and the engine requires additional repairs from the Maintenance Manual 72‐02‐71, is that an over/above cost?

No.
