About this opportunity

NASA Ames Research Center seeks calibration and repair services for approximately 5,900 active pieces of Inspection, Measuring, and Testing Equipment (IM&TE) annually, with proposals due September 8 at 2:00 p.m. PST. This is an unrestricted Blanket Purchase Agreement (BPA) with a five-year ordering period, structured as Firm Fixed Price with on-site performance at NASA Ames in Moffett Field, California.

Work encompasses electronic, electro-mechanical, mechanical, and optical device calibration and repair across multiple NASA codes—Aerospace Operations Office (AO), Aerospace Simulation Research & Development Branch (AFS), Thermophysics Facilities Branch (TSF), and Thermal Protection Materials Branch (TSM)—supporting disciplines including acoustics, pressure/vacuum, chemical analytical, physical/dimensional, temperature, mechanical, and general electronics. Calibrations cover AC/DC current and voltage, resistance, mass, pressure, temperature, flow, humidity, capacitance, inductance, frequency, torque, and dimensional measurements. Delivery must occur within 30 days of order receipt under FOB Destination terms.

The contractor must maintain primary calibration standards one step removed from NIST, hold ANSI/ISO/IEC 17025:2000 accreditation, and comply with ISO 9001/ASQC Q9001, ANSI/NCSL Z540.1-1994, ANSI/NCSL Z540.3-2006, and NASA-STD 8739.12. Working standards must maintain a minimum 4:1 accuracy ratio unless written IM&TE Custodian approval justifies otherwise. Weekly pickups occur every Tuesday and Thursday; emergency calibrations require maximum 24-hour turnaround. The contractor must maintain an Internet-accessible instrumentation database with 24/7 access, provide two-month, one-month, and one-week pre-deadline notifications to IM&TE Users, deliver monthly performance reports, and retain all calibration data and certificates indefinitely.

NAICS code is 811210 with a $34 million size standard. Service Contract Act prevailing wage requirements apply. Offerors must submit technical capabilities (maximum 5 pages), up to three past performance examples within the preceding three years with compliance documentation, fully burdened hourly rates for repair and metrology services, and ANSI/ISO/IEC 17025:2000 accreditation proof. Evaluation prioritizes technical capability and accreditation (most important), followed by past performance, with pricing least important. Questions are due September 4 at 2:00 p.m. PST to Contracting Officer Jeanne S. Chun at jeanne.s.chun@nasa.gov. An amendment on September 3 extended the original August 31 deadline to September 8 and added a revised Statement of Work dated September 2.
