About this opportunity

NASA Ames Research Center is soliciting capability statements from potential sources for Inspection, Measurement, and Test Equipment (IM&TE) calibration services supporting the Wind Tunnel Division (Codes AOO, AOI, AOX) and the Entry Systems and Technology Division (Codes TSF and TSM), with responses due by July 24, 2026. This is a total small business set-aside, and the agency reserves the right to apply additional socioeconomic restrictions (Small Disadvantaged Business, HUBZone, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, or Women-Owned Small Business) based on responses received.

Work encompasses calibration and repair of electronic, electro-mechanical, mechanical, and optical devices across approximately 5,900 active pieces of IM&TE annually. Services span acoustics, pressure/vacuum, chemical analytical, physical/dimensional, temperature, mechanical, and general electronics disciplines. The contractor must maintain ANSI/ISO/IEC 17025:2000 accreditation and comply with ISO 9001/ASQC Q9001, ANSI/NCSL Z540.1-1994, ANSI/NCSL Z540.3-2006, and NPD 8730.1. Primary standards capability one step removed from NIST in electronic and mechanical measurement is required. The majority of calibrations occur at the contractor's laboratory, with a percentage conducted on-site. The contractor picks up equipment weekly (Tuesday and Thursday) or within one business day of notification at six designated NASA Ames locations. Standard and emergency (24-hour maximum) turnaround times apply. The period of performance is five years from award.

NASA requests industry feedback on realistic small business subcontracting goals, barriers to small business participation (certifications, technical requirements, security needs, specialized tools, high-risk areas), and strategies to increase participation through work decomposition, subcontracting opportunities, and teaming or mentor-protégé approaches.

Notice text

The National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) is hereby soliciting information from potential sources for Inspection, Measurement, and Test Equipment (IM&TE) calibration services for the Wind Tunnel Division (Codes AOO, AOI, AOX), and the Entry Systems and Technology Division (Codes TSF and TSM).

NASA ARC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses (SB) and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for IM&TE services. Vendors are encouraged to demonstrate capabilities as a prime, subcontractor and/or teaming partner. The Government reserves the right to consider a Small Business, Small Disadvantaged Business (SDB), HUBZone, Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business, and Women-Owned Small Business (WOSB) business set-aside based on responses received.

                                                             3. Strategies to increase SB participation, including:

                                                                          • Breaking requirements into smaller components

                                                                          • Identifying areas appropriate for subcontracting

                                                                          • Considering teaming or mentor protégé approaches
