About this file
This is an Ames Procedural Requirements (APR) document establishing the Fall Protection Program for Ames Research Center (ARC). The directive outlines mandatory compliance requirements for fall protection applicable to ARC and associated facilities, including NASA Research Park, and applies to General Industry work under OSHA's definition. The requirements do not apply to Construction Industry work, which is covered under APR 8715.1 Chapter 27.
The document establishes clear organizational responsibilities, with the Safety, Health, and Medical Services Division (Code QH) responsible for program oversight, conducting annual reviews and audits, and ensuring training programs meet NPR 8715.1 Chapter 9, ANSI Z359.2–2017, and 29 CFR 1910 Subpart D standards. The ARC Fall Protection Program Administrator implements and manages the program, maintains regulatory knowledge, provides personnel guidance, and participates in fall incident investigations. Fall Protection Competent Persons must develop written organizational programs including rescue procedures, ensure completion of NASA ARC Fall Protection Work Plans prior to work commencement, and communicate procedures to authorized workers. Supervisors must allocate resources for training, ensure fall protection systems are designed by qualified personnel, and assign at least one trained Competent Person per organization. The document requires employees performing work at heights of four feet or greater to complete NASA ARC Fall Protection Work Plans, conduct fall hazard surveys, and receive appropriate training levels as Authorized Persons, Qualified Persons, or Competent Persons, with all training required every two years. Fall protection equipment must comply with applicable ANSI Z359 standards and OSHA regulations, be inspected annually, and be removed from service if involved in a fall or found defective. Specific requirements address aerial lifts (requiring full body harnesses with lanyards or Self Retracting Lifelines), ladders (requiring annual inspections for A-frame and extension types using Form ARC 862), and scaffolding (following 29 CFR 1926 Subpart L). The Contracting Officer and ARC Acquisition Division (Code JA) must ensure fall protection requirements are included in contracts where contractor employees may face fall hazards. The directive is effective June 20, 2025, and expires June 20, 2030, with the most recent revision dated February 4, 2025.
