About this opportunity

NASA Johnson Space Center seeks hypoxia chamber services to investigate physiological, cognitive, and clinical effects of mild hypobaric hypoxia for the Artemis Program, with proposals due October 1, 2026. This is an unrestricted RFQ (80JSC026Q0008) issued as a combined synopsis/solicitation for commercial items under FAR Subpart 12.6; the government reserves the right to make multiple awards.

Place of performance is Houston, Texas. The base requirement (CLIN 0001) runs September 15, 2026 through September 30, 2027 and comprises recruitment, screening, and execution of two 7-day chamber test protocols with six subjects in a cross-over design at altitudes of 7,000 feet and 9,500 feet, plus comprehensive physiological, cognitive, and clinical data collection including cardiopulmonary assessments, blood biomarkers, sleep monitoring, cognitive testing, and vision evaluation. Subjects must represent an astronaut-like population aged 30–60 with VO2peak greater than 27.5 ml/kg/min and approximately 50% female participation. Five optional CLINs extend through October 2029 for blood analysis and supplemental subject cohorts (N=18 and N=6). Work must complete within five months of IRB approval. The contractor must provide all infrastructure, personnel, medical support, training, materials, food, supplies, and operational support; deliver secure electronic data to NASA; and send one annual representative to NASA's Human Research Program Investigators Workshop beginning in 2027.

NAICS code is 541714 (Research and Development in Biotechnology) with a 1,000-employee size standard; offerors must state size status. Evaluation emphasizes technical acceptability and past performance combined as significantly more important than price. The government will assess facility capabilities, medical support, team expertise, schedule feasibility, risk management, subject recruitment qualifications, and past performance via CPARS and SAM.gov. Adjectival ratings are Outstanding, Acceptable, or Unacceptable. Price evaluation considers reasonableness, total cost, full-time equivalents, other direct costs, and government involvement impact. Firm fixed-price contract with interim milestone payments available. Payment flows through NASA Shared Services Center at Stennis Space Center, Mississippi. The solicitation incorporates FAR 52.212-1 and 52.212-2, NFS clauses on new technology, data rights, service contract reporting, and sensitive information release, small business subcontracting, and China activity restrictions.
