About this opportunity
NASA Johnson Space Center is requesting information on capabilities to conduct hypobaric hypoxia chamber testing services in support of the Artemis Program, with capabilities statements due by June 30, 2026. This is a request for information with no obligation for award; responders must provide a capabilities statement addressing infrastructure, personnel, training, materials, food, supplies, and operational support for multiple-day testing. The contractor shall investigate physiological, cognitive, and clinical effects of mild hypobaric hypoxia to characterize acute responses and acclimation time course using clinical and physiological measurements in participants housed continuously for seven days in the chamber. Work includes two consecutive seven-day hypobaric chamber tests with six human subjects at two altitude protocols: 7,000 feet (21% O2 at 587 mmHg) and 9,500 feet (21% O2 at 533 mmHg). Each seven-day protocol includes two baseline days at ambient conditions followed by five days of continuous habitation at hypobaric conditions. Testing battery spans symptomatology assessment, cognitive performance, sleep quality, vision testing, cardiopulmonary response, blood volume quantification, blood coagulation and biomarker analysis, immune and inflammatory response analysis, saliva sampling, and appetite tracking with standardized dietary requirements. Responders must provide capabilities to perform blood and saliva analysis; if processing cannot occur at the chamber facility, costs to ship samples to JSC for processing shall be included in optional work. All work must be completed within five months of IRB approval. The Government will provide Phantom plus masks for chamber use. Budget is firm fixed price with quotes allowing payments for interim milestone completion; suppliers set dates for each interim milestone. Optional work includes complete data analysis with biomarker processing and testing of additional subjects at either altitude. One facility representative must attend the Human Research Program's Investigators Workshop each spring beginning in 2027.
Notice text
This is strictly a request for information. The Government has no obligation for award. If interested, please provide a capabilities statement.
The Contractor shall provide the infrastructure, personnel, training, materials, foods, supplies, and operational support necessary to investigate the physiological, cognitive, and clinical effects of mild hypobaric hypoxia to inform vehicle atmospheric conditions for NASA’s Artemis Program. The objective of the multiple-day testing is to characterize acute responses and the time course of acclimation using clinical and physiological measurements in participants who are housed continuously for 7 days in the chamber. The data from these studies will be included in a larger data set for the development of the Aerospace Estimation Tool for Hypobaric Exposure Risk (AETHER).
RFI responders are to provide capabilities to perform blood/saliva analysis. If processing of blood/saliva cannot be completed at the chamber facility, include costs to ship samples to JSC for processing as part of this Optional work.Budget is firm fixed price. Budget quotes can include payments for interim milestone completion. Dates for each interim milestone should be set by the supplier.
