About this file
This is an Evaluation Criteria document dated July 15, 2026, for Request for Quote (RFQ) 80JSC026Q0008 – Hypoxia Chamber Studies.
The evaluation process consists of two sequential steps. Step One requires quoters to confirm in writing that their quote responds to the specified RFQ number and title (80JSC026Q0008 – Hypoxia Chamber Studies) with a Yes or No response. Non-compliant quotes and those responding "No" are eliminated from consideration. Quoters responding "Yes" advance to Step Two evaluation using a trade-off methodology.
Step Two evaluates compliant quotes across three factors: Factor 1 – Technical Acceptability (including Subfactor 1A on Schedule), Factor 2 – Past Performance, and Factor 3 – Price. Technical Acceptability is assessed by space physiology experts and NASA personnel evaluating facility capabilities, medical support, team expertise, required government oversight, potential risks, and schedule with subject throughput. Schedule is evaluated for potential risks to implementation. Past Performance is evaluated using information from quoters, references, and government sources including CPARS and SAM.gov. Price is evaluated by subject matter experts for reasonableness and by NASA program personnel for total price and comparison to available funds, with consideration given to proposed full-time equivalents, other direct costs (supplies, equipment, travel), and costs associated with increased government involvement. All factors receive adjectival ratings of Outstanding, Acceptable, or Unacceptable, with defined criteria for each rating level.

Attachment B – Evaluation Criteria Dated 07/15/2026
STEP ONE (1) – MEETING KEY RFQ REQUIREMENTS
Quoters shall provide only a Yes or No response to the following question. Please restate the question below verbatim in your written response and respond with either a yes or no.
Is the quote submitted in response to this RFQ 80JSC026Q0008 – Hypoxia Chamber Studies?
All Quoters will be evaluated for compliance with the RFQ requirements. Non-compliant quotes will be eliminated from this competition and will not be further evaluated.
Quoters responding “No” will be eliminated from this competition and the quote will not be further evaluated.
Quoters who responded “Yes”, will then have their quote further evaluated using the factors listed in Step Two (2) – Trade-off.
STEP TWO (2) – TRADE-OFF
The Step Two Trade-Off evaluation consists of the following factors:
Factor 1: Technical Acceptability Subfactor 1A: Schedule
Factor 2: Past Performance
Factor 3: Price
FACTOR 1: TECHNICAL ACCEPTABILITY
All compliant quotes will be evaluated by space physiology experts with expertise in hypoxic chamber operations and NASA program personnel to assess the facility’s capabilities to perform the work including medical support, the expertise of the quoter team, the level of government oversight required to conduct the tasks, potential risks to accomplish the work described in the RFQ, and schedule (showing subject throughput) provided by the quoter.
Subfactor 1A: Schedule
All compliant quotes will be evaluated to assess potential risks to the submitted schedule.
Adjectival ratings will be assigned for Technical Acceptability and Schedule (Please reference definitions below).
FACTOR 2: PAST PERFORMANCE
All compliant quotes will be evaluated to assess past performance.
In addition to the information provided by the Quoter and its references, the Government reserves the right to evaluate information relative to performance using other sources of information such as the Contract Performance Assessment Reporting System (CPARS), SAM.gov, or other sources known to the Government.
Adjectival ratings will be assigned for Past Performance (Please reference definitions below).
FACTOR 3: PRICE
Pricing data for proposals will be evaluated both by spaceflight and hypoxia subject matter experts for price reasonableness and by NASA program personnel for total price and comparison to available funds. In evaluating the price reasonableness of the proposals, reviewers will assess the proposed level of effort (i.e., FTE) and the proposed other direct costs (i.e. supplies, equipment, travel) are commensurate with those required to accomplish the goals described in the proposal. Required government training/assistance and associated additional project cost resulting from increased government involvement will also be taken into consideration.
2.2 Step Two (2) – TRADE-OFF
FACTOR 1: TECHNICAL ACCEPTABILITY
Outstanding Quote indicates a schedule and experience commensurate with an outstanding rating. Risks have a very low potential to impact schedule, cost, or performance.
Acceptable Quote indicates an adequate schedule and experience with an understanding of the requirements. Risks have a low potential to impact schedule, cost, or performance.
Unacceptable Quote has an inadequate schedule for NASA needs and experience that reflects a lack of understanding of the requirements. Risks have a high potential to impact schedule, cost, or performance.
FACTOR 2: PAST PERFORMANCE
Outstanding The Quoter has completed similar projects in scope and scale, and the Government has a high confidence in the success of the required effort.
Acceptable The Quoter has not completed similar projects in scope and scale, but information provided gives the Government a reasonable expectation that the Quoter will successfully perform the required effort.
Unacceptable The Government has no reasonable expectation that the Quoter will be able to successfully perform the required effort.
