About this file
This document is a Questions and Answers (Q&A) attachment for a federal contract solicitation regarding Hypoxia Chamber Services, dated August 10, 2026.
The Q&A addresses two key clarifications regarding the contract structure and scope. First, it confirms that the Base contract line item (CLIN) includes recruitment, screening, execution of chamber studies for an initial cohort of six subjects under both atmospheric conditions, all associated data collection activities, and analyses requiring fresh/non-frozen samples. Optional line item 2 provides separately for biomarker analyses performed on frozen blood and saliva samples. Second, the Q&A clarifies that an erroneous reference to "EVA days" in the Performance Work Statement (PWS) was removed by NASA, and the dual task assessment should be performed on each test day as shown in the updated PWS test schedule table, effective August 10, 2026. Contractors should reference the updated Attachment A – Hypoxia Chamber Services PWS dated 08/10/2026 for the corrected requirements.

Attachment E – Hypoxia Chamber Services Questions and Answers Dated: 08/10/2026
Frequently Asked Questions (FAQ) for Hypoxia Chamber Studies
1. Q. Clarification of Hypoxia Study CLIN Structure. The solicitation's Services and Pricing table describes the Base CLIN as: "Base - Facilities will recruit and screen applicants..."
with no direct mention of test execution which could be interpreted as the Base CLIN primarily covering subject recruitment and screening activities. However, the PWS states:
"Vendor conducts all data collection and transmits data to JSC for base activities listed above, including measures (e.g., hematocrit, TEG) that must be run on non-frozen blood.
Costs for blood and saliva biomarkers from frozen samples are included separately as optional work." Based on the PWS language, our interpretation is that the Base line item includes recruitment, screening, execution of the chamber studies for the initial cohort of six subjects under both atmospheric conditions, all associated data collection activities, and analyses requiring fresh/non-frozen samples, while the optional line item 2 provides for biomarker analyses performed on frozen blood and saliva samples. Could the Government please confirm whether this interpretation is correct?
A. Please reference Attachment A – Hypoxia Chamber Services PWS dated 07/15/2026.
2. Q. Clarification regarding EVA days. The Hypoxia Chamber Services PWS states: "Sensorimotor dual tasking will be performed on a laptop once per day for 15 minutes except for EVA days..." No other references to EVA days were identified elsewhere in the PWS. Could the Government please clarify what is meant by the term "EVA days" in this context?
A. It was an oversight by NASA to include the mention of “EVA days” in this statement. For this study, the dual task assessment should be performed each test day as described in the test schedule shown in Table 1 of the Attachment A – Hypoxia Chamber Studies PWS dated 07/15/2026. We have taken out any reference to “EVA days” and have updated the attachment to show these changes. Please see updated attachment dated 08/10/2026.
