Solicitation Summary: Hypoxia Chamber Studies

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449, Rev. 11/2021) issued by NASA Johnson Space Center for hypoxia chamber research services. The solicitation number is 80JSC026Q0008, with an issue date of July 15, 2026, and an offer due date of July 31, 2026 at 1:00 PM CT. The acquisition is unrestricted and classified under NAICS code 541714 with a product service code of 6636.

The contract includes one base task and six optional tasks on a firm fixed-price basis. The base requirement (CLIN 0001) involves facilities recruiting and screening applicants to participate in two 7-day chamber test protocols as specified by NASA, with performance from September 15, 2026 to September 30, 2027. Five additional optional CLINs provide for blood analysis and N=18, N=6 supplemental studies scheduled between October 2026 and October 2029, plus an option to extend services through March 2030 under FAR 52.217-8. Payment will be made through the NASA Shared Services Center (NSSC) located in Stennis Space Center, Mississippi. Evaluation criteria emphasize technical acceptability and past performance as significantly more important than price. The contractor must comply with numerous federal clauses including small business subcontracting requirements (FAR 52.219-9), service contract labor standards (FAR 52.222-41), and restrictions on funding activities with China (NFS 1852.225-71).

The Government will award a contract resulting from this solicitation to the responsible offeror whose (a) offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical Acceptability, Past Performance, and Price

. The Government will evaluate offers for award purposes by adding the total price for all (b) Options options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful (c) offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)
